The streamlining of corruption dates back to our ex-CM Devaraj Urs! Before that there was scattered corruption at a personal level! He streamlined it by fixing the price for each position. for SI, the going rate was 80,000 and for coastal areas it was 120.000 , for Dysp it was in Lakhs! ., these numbers had a lot more value those days! Those people who paid this kind of money had the fundamental right to be corrupt and collect the money they paid! Also, the ruling party would protect them agiainst any complaints as they also collected a portion of the loot! This was a very convenient arrangement for both the parties! Today we have reached a stage where any honest officer will be either punished or still worse hang himself!.
There has been complaints by the people that this is the modus operandi of the government! First deny the crime! If the pressure mounts, appoint a CID or COD investigation and make sure the corrupt ones Head the team ! They will make sure that all evidence is destroyed or tampered to point to the virdict that government wants! Then, if still anybody hoed to court, they will lose for the lack of evidence and the government can gloat about their honesty!
