10 rupee coins still a counterfeit in public eye!

Sir,

Today one salesman at Nandini milk booth refused to accept ten rupee coin saying that the customers are not accepting, and I could try giving the coin to a customer, and also the “people inside.” Can’t our law-enforcing authorities act strict on this matter? I am not much aware of the legal side of this aspect but the Government of India has minted the coins.  Is not refusing to accept the coins illegal?
