Dual policy at Sub-Registrar Offices to issue Encumbrance Certificate

This is with reference to obtaining Encumbrance Certificate (EC) from a Sub-Registrar’s Office. The Sub-Registrar Offices in Mysuru are usually surrounded by brokers/middlemen who, when approached for getting an EC for a minimum of one year, guarantee us to get us the EC the very next day for a payment of Rs.300. He also phones up and informs us to come and collect the same once it is ready the next day.

Whereas when we go and apply for the same directly at the counter, the charge is only Rs.50 but we are asked to come after 10 days and collect the same. How is it possible for middlemen to give us the EC the very next day unless the officials are hand-in-glove with them for the same work?

On one side, the notice board at the Office advises people not to encourage middlemen but to approach directly at the counters. If the Government Department is really serious to serve the people, let them speed up the process of issuing EC the next day itself at the counters so that the middlemen could be avoided as per the notice board.

Let not the Government Department follow dual policy and encourage middlemen. To avoid middlemen entering the Sub-Registrar’s Office and meddle with the files, let the employees wear identity cards while working at the counters.
