Kurubarahalli Sy. No. 4 and Alanahalli Sy. No. 41: MLA Somashekar promises solution in 3 months

Giving hopes to thousands of residents, who have properties coming under Kurubarahalli Survey No. 4 and other layouts namely Alanahalli, K.C. Nagar and Income Tax Layouts coming under Alanahalli Survey No. 41, Krishnaraja MLA M.K. Somashekar assured them that all their problems regarding ownership and the issue of  ‘khatas’ will be solved within three months.

“The long-pending and vexed issue of Survey No. 4 and 41 will be solved by June-end,” the MLA declared at a meeting of the residents of these layouts here this morning.

The MLA’s announcement came at a ‘Public Grievance Meeting’ held to hear the problems of residents of Kurubarahalli, J.C. Nagar, K.C. Nagar and Siddarthanagar coming under Krishnaraja Constituency. The meeting was held at the CITB Choultry in Siddarthanagar. The meeting was inaugurated by Star of Mysore Editor-in-Chief K.B. Ganapathy.

Raising the issue of Survey Numbers 4 and 41, Ganapathy, in his inaugural address, said that the residents of the said survey numbers were not encroachers or squatters but were legal possessors of properties. “These layouts were formed by the Government’s own department through City Improvement Trust Board (CITB) (now MUDA) and transferred to the MCC. There were no problems since they were formed nearly 25 years ago and suddenly two years back the entire land has been illogically classified as “B Kharab” (government land) by the government’s own officers who are unaware of the background and history of these MUDA-formed layouts,” he said.

“Successive officers have bungled and the innocent residents have to bear the brunt. The unscientific classification as “B Kharab” has resulted in non-issue of ‘khatas’, title deeds, building plans, completion certificates, etc. thus  legally disabling them from selling their properties, mortgaging them to raise loans or to partition properties to meet their commitments,” he said.

As it was a public grievance meeting organised by MLA Somashekar, Ganapathy, looking at the MLA, said that an MLA is a bridge between the government and the people. “We hope that this issue will be solved before your term ends in about one-and-a-half years,” he said. At this point, the MLA stood up and announced that the issue will be solved within three months. The MLA’s words were greeted by dignitaries and the people present with applause.

Later addressing the gathering, Somashekar said that he was following up the issue and had spoken to Revenue and Urban Development Ministers and the Department Secretaries. “Now MUDA has submitted a report with its recommendations to the DC who has sent it to the government and a final decision will be taken by June-end,” he said.

MUDA Commissioner Dr. M. Mahesh said that though the properties were distributed by CITB way back in 1963, a few cases filed by some parties at various Courts led to the classification of the land to “B Kharab.” The officer said that MUDA had recently completed re-survey of the entire land and submitted a report to the DC. The decision has to be taken at government level, he added.

Deputy Commissioner D. Randeep, Deputy Commissioner of Police (crime) N. Rudramuni, former Deputy Mayor Mahadevamma, City Mahila Congress President Radhamani, Siddarthanagar Basava Balaga President M. Linganna, Kurubarahalli Taxpayers’ Association President Manikantaswamy and others were present.

Kurubarahalli Hitharakshana Samithi meeting

A meeting of Survey No. 4 Kurubarahalli Hitharakshana Samithi was held to discuss the same issue at the Varasiddhi Vinayaka Temple at Siddarthanagar this morning where B.P. Manjunath, Samithi Convener, said that though the Samithi had organised many protests, the issue was pending since a long time. “Though we had even booked criminal cases against Revenue Secretary and Urban Development Secretary, the issue was not solved. Now the Congress, through MLA M.K. Somashekar is taking credit for the issue,” he alleged.

“Survey Numbers 4 and 41 come under Krishnaraja and Narasimharaja Constituencies respectively and both the Congress MLAs were missing since the beginning of the problem. Now Congress is hijacking the issue and are claiming credit,” he alleged. Former Minister S.A. Ramdas was present.
