After observing the Traffic Inspectors imposing fines in Mysuru, it is evident that their target is more on two-wheelers as compared to other vehicles.
It is also observed that there is a pattern in implementing these traffic rules on two-wheelers, particularly helmetless travelling. The funniest part is that most of these two-wheelers are aware of the place and time of Police checking. Hence, they slow-down while approaching these places and increase their speed or change the route depending on the situation.
Even with the steep increase in fines last year, the attitude is almost same which is nothing but mockery of the system.
Instead of following the traditional method, if the Inspectors frequently change the place and time, with more emphasis on inner roads, they can expect better results. Otherwise the cat and mouse game is bound to continue further.
It is difficult to understand why the concerned are not thinking differently in case they are really serious on public safety on helmet rule. Let them make a beginning to get different result. They can re-assess their strategy after 2-3 months and can revert back if this is not working.
Even if they claim that there is staff shortage, they can explore this option within the available staff to ensure better result.
However, the main fact remains, how many caught cases are recorded and amounts are credited to the exchequer as fines. Honest and service-minded officers who are really concerned about public safety can show wonders.
