I had written in this column on May 9, 2020 regarding MCC property tax collection. While the MCC has introduced a scheme for generating SAS forms, it lacks in implementation. Every tax-payer is asked to provide a copy of last year’s SAS form and his mobile number for generating the SAS form for this year.
I was advised that MCC Zonal Office staff would call me when it is ready. Even after two weeks I am yet to receive any call. MCC should have asked the developers of the software to send an SMS to the tax-payer as soon as SAS was generated. It should also have generated a bank challan for payment of the tax.
Today I had to visit the Zonal Office for the third time, first to search the SAS form from a bunch given to me by the MCC staff in Zone 2. The staff in Zone 3 was deputed on some other duty. Hence I could not locate my form. In both the Offices there was utter chaos and crowding, no social distancing.
Long queues were seen in front of lone bank counter and aged people, ladies standing under scorching sun were cursing the people responsible for this state of affairs.
Fearing the long queue I was advised to come at 3 pm saying there would be few people. Skipping my afternoon siesta, I trudged to the Jayanagar MCC Office at 3 pm where there were already 25 persons in the queue. The IDBI bank counter could not open as it could not connect to the bank server. Finally after standing for one hour, we were asked to cone on Wednesday to pay the tax.
So much for the ease of paying tax. When will the MCC and its banking partners realise their responsibilities towards tax-paying citizens?
