RTC issuing centre at DC Office: Some suggestions

I had been to the RTC (Rights, Tenancy and Crops) issuing centre at the DC Office, in order to get RTC & MR (Mutation Register) of my land. This centre, which is housed in the DC Office building, is doing a good job by sparing people from going to Taluk Office at Mini Vidhana Soudha in Nazarbad. There are four counters which cater to the needs of the farmers who are in need of their land documents here. Having said that, there are a few problems too which are causing unnecessary delays and inconveniences to the public. They are:

1) Current year RTCs (latest) were not available. When asked, I was told to go to Mini Vidhana Soudha. I wondered why this new centre was opened, if we had to go to Mini Vidhana Soudha again!

2) Though there are four counters, only two were working and the remaining counters were not functioning.

3) I was told that there was no electric power supply from 11 am to 4 pm. Due to this, there was a big crowd. I came to know that there was no UPS system for alternate power supply. Why can’t our Government spend a few thousands for UPS?

4) I also saw a peculiar problem that some people had brought a list of 10 to 20 Survey numbers of different villages. To issue such long listed RTCs, the time required could go up to an hour. If one person takes 1 hour, what about the rest of the people with just 1 or 2 RTCs, which would hardly take 5 minutes. To overcome this problem, the authorities can limit the number of RTCs to a maximum of 3 Survey Numbers per person.

5) The other problem is of queue jumpers or intruders. These people enter inside of the counters as if they are employees of the centre. These people are friends of the employees and sometimes they may even pay bribe to obtain a big list of RTCs. These people disrupt the issuing staff and ask them to issue RTCs out of queue. This needs to be avoided. Non-employees should not be allowed inside.

6) The lunch time of the issuing staff is between 1.30 pm and 2.30 pm. Instead of shutting down the issuing counters during lunch hour, half of  the staff can have lunch between 1 pm and 2 pm and remaining half, between 2 pm and 3 pm, thereby avoiding complete shut down.

I hope the authorities concerned will take suitable action in this regard.
