Is this the way to cross the road?

Many vehicle-users comment on the Traffic Police whenever there is an inconvenience caused to them due to any reason related to traffic movement. But if one looks at the above picture, it clearly shows that they themselves are not following the rules and causing inconvenience to others.

Barricades are placed on Sayyaji Rao Road to have a smooth flow of traffic and these were tied with ropes or plastic wires. However, these are being cut by the 2-wheeler riders who cross the road wherever they want (see photo) creating traffic jams in an already choked road. Do they want to save on petrol by violating the road rules like this? Can’t they go ahead and take a U-turn and come back? People should stop such violations to have a smooth flow of the traffic.
