Why don’t post offices dispense revenue stamps?

Recently, I walked into a post office to purchase revenue stamps since my bank was asking for them to process some claims. The clerk at the post office counter expressed surprise that I was asking for it. She said that they don’t sell it anymore.

 When I queried where I could obtain them, she asked me to try through some brokers or stationery shops. I had a similar experience later when I approached another nearby post office. I was told these stamps are not available at all in Karnataka and I should search for them at LIC office or stationery shops.

Then I contacted my brother in Maharashtra to check up on the scenario in that State. He said that he walked into the nearest post office, and is mailing me 15 revenue stamps from there.

 I would like to reach out to the Postmaster General, Karnataka, to tell us why the residents of Karnataka are being made to run around for revenue stamps?
