Ban heavy vehicles during office and school timings

I have seen heavy vehicles like crane excavators and tippers moving freely on the roads at all times. They are also racing with two-wheelers and four-wheelers.

Moreover, most of our roads are very bad and it is very difficult to drive vehicles on the roads along with these heavy vehicles that hinder the movement of small vehicles especially during peak hours. 

I noticed Traffic Police were recording the case of an excavator hitting a SUV opposite to Yoganarasimhaswamy temple in Vijayanagar about a month ago; A tipper dangerously racing along with KSRTC bus near Trinethra Circle  in Gokulam about 10 days back at around 8.30 am while I was hurriedly moving on Contour Road in Gokulam. If something happened all the passengers inside the bus would have been injured severely. 

Recently an excavator killed a two-wheeler rider on Ring Road. Most of these heavy vehicles are driven recklessly, drivers speaking over mobile phones.

I would suggest authorities concerned to ban plying of these heavy vehicles on city roads during school timings (might be between 8.30 am – 10.30 am and 3 pm – 6 pm)
