This has reference to the letter on deficiency in postal service at R.K. Nagar area (SOM dated Feb.6).  I would like to add one more deficiency with regard to speed post delivery.

As my residence is located at the second floor of the building and to avoid embarking steps,  speed posts are delivered ground below at their convenience after obtaining fake signatures. Fake signatures would also help the receiver to defy their claim status later.

Speed posts are received by me after a week which are thrown anywhere at the corridor or balcony.  Confusingly,  when postal details are obtained from the consignor and duly checked,   it was clear that the consignment was delivered a week back. Surprisingly, it is a fact that contents are photocopied and the cover safely closed to its originality. A person has also harassed me with the exact details of the content as well as with blackmail calls. All due to postal service deficiency. Police complaints never withstand the matter unless there is some solid evidence.

I would like to know from the  Postal Department if Speed Post / Registered Post / MOs can be delivered to those other than the addressee?  Postal department may clarify.  This problem is also applicable to Courier services.
