Don’t add cesses to Property Tax

December 20, 2025

Sir,

I would like to bring to your attention the issue concerning the library cess, beggar cess and labour cess that are added to our Property Tax. These cesses constitute nearly 15 percent of the total property tax amount.

With the steep increase in Property Tax over the years, the amount collected under these cesses has also risen significantly, thereby putting an additional burden on the common man.

I am unable to understand the tangible benefit these cesses provide to the public. For instance, the relevance of the library cess is questionable in the present digital era where most people rely on online resources such as Google and Wikipedia for information. Very few individuals find the time or need to visit physical libraries today.

Similarly, the purpose and effectiveness of the beggar cess remain unclear. Despite its collection, we continue to see a large number of beggars at traffic signals and busy areas across the city, which raises doubts about how effectively this fund is being utilised for their welfare or rehabilitation.

Regarding the labour cess, I request clarity on how these funds are being deployed. Transparency in its usage would help taxpayers understand the necessity and impact of this levy.

I sincerely urge the Mysuru City Corporation (MCC) to review these cesses and assess their relevance, implementation, and impact. At a time when citizens are already overburdened with multiple taxes and rising living costs, it is important to ensure that no unnecessary or outdated levies are imposed on them.
