Mysuru: Acting on complaints from the public about delays in sanctioning building plans, issuing e-Khatas and Completion Reports (CRs) through the e-Khata ULMS (Unified Land Management System) portal, the Mysuru City Corporation (MCC) held a public grievances meeting at Sri Jayachamaraja Wadiyar Hall yesterday.
Regional Commissioner and MCC Administrator Nitesh Patil, MCC Commissioner M.K. Savitha and other officials were present on the occasion.
A total of 28 petitions were received at the meeting. Of these, four were related to Completion Reports, 12 to Khata (property accounts) and seven to ULMS. Five petitions were miscellaneous applications.The Commissioner said, 3 Khata-related petitions were resolved on the spot.
Several property owners attended the two-hour meeting seeking clearance of long-pending applications. In one case, C. Chame Gowda of Teachers Layout, Yeraganahalli, was issued his E-Khata on the spot. Chame Gowda waited for more than a year and has been visiting the MCC offices for his E-Khata.
Every month from now
Nitesh Patil assured citizens that such grievance meetings would be held every month to clear the backlog. He directed officials to process and issue e-Khatas within a maximum of one week, with provision for same-day issuance when all required documents are in order.
Where applications are held up because of unpaid property tax or incomplete documents, officials were told to clearly inform applicants of the reason for the delay.
On CRs, officials said, the procedure had been simplified. Property owners need not submit typed forms and can instead submit a handwritten application along with the approved building plan and the actual construction plan. The CR is to be processed within 30 days. The permissible deviation in building plans for obtaining a CR has also been increased from 5% to 15%.
Meanwhile, the technical team in Bengaluru is updating the software module to streamline online processing and address technical issues arising from minor deviations in building plans. The updated module is expected to be fully functional soon.
MCC DCs Veena & Somashekar Jigani, Zonal Commissioners, Development Officers, Revenue Officials, Engineers and Town Planning staff from all 9 MCC Zones attended the meeting. Citizens facing undue delays have been advised to approach senior administrators or the MCC Commissioner directly for redressal.
