Making a mockery of helmet rule

Some two-wheeler riders/ pillions in Mysuru do not wear helmets and instead they carry them (to avoid being penalised by police, if caught) either on their lap or hold them in one hand while use the other hand to ride in a risky way.  On the other hand, we find the Police who are happy only to collect fines without logically trying to implement the helmet rule.

It is really funny to see that two-wheeler riders, who are aware of the places of Police checking (and also the time of checking), wearing helmets just as they approach these points to fool the Police. They remove the helmet once they cross the checking spot. It is surprising to learn that the real purpose of collecting fine is to reach revenue collection targets.

The Police should switch to surprise checking by changing the place and time if they are really serious on public safety. If the present system is allowed to continue, it will be just like a cat-and-mouse chase, making a mockery of the system.
