MCC’s C&D plant runs into land hurdle

Rs. 11 crore waste management plant almost complete; operations delayed

Mysuru: The Construction and Demolition (C&D) Waste Management Plant being set up by the Mysuru City Corporation (MCC) to dispose of and recycle construction debris is almost ready. However, a land dispute has stalled the project even before it could become operational.

The plant has come up on 9.38 acres in Hanchya-Sathagalli ‘A’ Zone, under the jurisdiction of the Mysuru Development Authority (MDA). The project involves civil works worth Rs. 3 crore and machinery costing Rs. 3.85 crore, with the total investment pegged at around Rs. 11 crore.

In 2021, the MDA leased the land to the MCC for 30 years to facilitate the collection, disposal and processing of C&D waste dumped along roadsides and the Outer Ring Road (ORR).

The MCC subsequently built the facility, including an administrative office, at a cost of about Rs. 3 crore under the Swachh Bharat Mission grant.

However, an issue alleging that the MDA had allotted a portion of the same land to the Adichunchanagiri Trust before leasing it to the MCC has thrown the project into uncertainty.

Hearing on Nov. 6

The MDA had reportedly allotted 35.26 guntas (38,470 square feet) within the 9.38-acre parcel to the Adichunchanagiri Trust. The Trust has alleged that the MCC has constructed the C&D plant on the land allotted to it.

Seeking alternative land or possession of the allotted property, the Trust has approached the High Court. The next hearing is scheduled for Nov. 6.

Ahead of the hearing, a meeting was held at the MCC office yesterday evening. MCC Commissioner M.K. Savitha, MDA Commissioner (in-Charge) B.R. Mahesh and other officials discussed the project’s commencement and ways to resolve the land dispute.

Rs. 11 crore project

Speaking to Star of Mysore, Savitha said, the facility would process construction waste by segregating them into six categories, including bricks, stones and iron, before being recycled.

The plant will be operated under the Public-Private Partnership (PPP) model. The project has been taken up at a total cost of Rs. 11 crore, including MCC funds and grants under the Swachh Bharat Mission, she said.

100 tonnes of waste daily

The plant is designed to handle 100 tonnes of construction waste a day. Cement blocks collected from the sites will be crushed and supplied to granite companies, while stones will be processed into smaller aggregates and sold. The excavated soil will be transported to locations where it is needed.

Savitha said, the Bureau of Indian Standards (BIS) and the Indian Roads Congress had also endorsed the use of recycled construction waste in road works and other building activities.

Delay defeats purpose

The plant is crucial to keeping Mysuru clean, as construction debris dumped along the Ring Road is not only spoiling the city’s appearance but also adding to pollution. The practice of indiscriminate dumping is on the rise, making a dedicated waste processing facility essential.

The plant should have been inaugurated by now, but the pending High Court proceedings over the land dispute have held up its commencement, Savitha added.

C&D plant is essential

The plant has been built and a compound wall constructed around the premises. Machinery has been ordered, and only the work order remains to be issued. It is not right to obstruct a project taken up in the public interest. The C&D plant is essential to prevent construction waste from being dumped indiscriminately across the city.

Only notification, no allotment

The land has been leased to the MCC. Before this, a notification had been issued for a Civic Amenities (CA) site, following which four to five institutions submitted applications. However, the notification was subsequently cancelled due to issues relating to price fixation. No site or land was allotted to the Adichunchanagiri Trust or any other institution. No decision has been taken so far on allotting alternative land either.
