New Delhi, Oct. 5 (Agencies)- The Ministry of Road Transport and Highways on Saturday announced that it has amended the National Highways Fee rules for vehicles entering toll plazas without a valid and functional FASTag.
With effect from Nov. 15, 2025, vehicle owners who do not use FASTag will be required to pay 1.25 times the regular toll amount when they choose to make payments through the Unified Payment Interface (UPI).
This revised rate is comparatively lower than the fee levied on those making payments in cash. If paying in cash, vehicle owners without a valid FASTag will have to pay double the applicable user fee.
The Ministry said this initiative forms part of a broader strategy to cut down cash transactions at toll plazas on National Highways, promote digital payments and streamline operations.
In a statement, the Ministry described the move as a significant step to incentivise digital payments and eliminate cash transactions for non-FASTag users. The amendment has been carried out under the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
According to the revised rule, vehicles entering toll plazas without FASTag will have to pay twice the applicable user fee if the fee is paid in cash. However, those who opt to pay through UPI will be charged only 1.25 times the applicable fee for their vehicle category.
The statement further noted that the revised rules are expected to encourage digital transactions, enhance transparency in toll operations, and substantially improve the overall user experience on National Highways.
The notification is scheduled to come into effect from Nov. 15, 2025. From that date onwards, all vehicles passing through toll plazas without FASTag will be subject to the updated regulations.
