This refers to the news item titled “MUDA’s unscientific work draws criticism” in Star of Mysore dated Aug. 20 on page-4.
I agree with the residents of Vasanthanagar while pointing out the shallow depth at which new ‘Sewer Line’ is being laid. I am confident that the item description in the Bill of Quantities (BOQ) would specify the minimum depth of excavation of the trench, jointing of pipes, backfill compaction, pressure testing etc.
It would do well for MUDA engineers to invite a few residents, preferably of engineering background, and convince them of adoption of specifications.
I have a gut feeling that the BOQ description specifies a minimum depth of 100 cms to the “Crown of the Line” — meaning top of the pipeline. The BOQ also specifies the methodology of backfilling trenches, compaction and reinstatement of ground to originality.
Measurements of all are witnessed, test results recorded and paid per approved measurements. And, as a matter of norms, the residents may be shown the details.
I may wish to mention here that I have written umpteen articles on this subject and am fully aware of the fact that many road development projects are stalled because of the following factors:
1. There are no records available regarding existing lines, depths etc.
2. Consequently, while the contractor deploys excavator/dozer/grader, invariably bunches of existing services of all sorts get damaged/uprooted.
3. Contractor dumps documents on the Government agencies of the compensations payable and extension of time.
4. Law suits are filed. Costs inflate. Exchequer loses money.
To overcome the ‘Trust Deficit’, it would do well for MUDA and other Government agencies to involve residents and work in tandem as per specifications rather than being eternal suspects.
Latest I wrote was regarding “Hinkal Flyover” on Hunsur Road. Well, our Departments never learn from the past. History repeats itself.
