Sir,
I would like to pay my last respects to the departed personality of our city in this way: “In your Service in IB, you dared the deadly head hunters in Nagaland, worked through disturbances on North East in most blood chilling period, protected the Nation from many deadly attacks of Terror Cells, daringly contributed to the safety and security of our motherland, by sacrificing your family life… But at the end, we failed to protect you from a street-side thug, we dishonoured your entire service and let you meet an unexpected painful end… We betrayed you Kulkarni Sir, we hang our head in shame.”
Ten years back, there was an editorial and book review in Star of Mysore on the classic book by Mr. Kulkarni, titled “Sin of National Conscience,” the copies of which were hardly sold. KBG wrote how disappointed the writer Mr. Kulkarni was. I called up Star of Mysore Office and collected the phone number of Kulkarni, visited his place and collected few copies of the book. I had an hour-long interaction also with Kulkarni, in which he shared some of his experiences which common people like me never ever imagine.
The book, more or less his professional experience, gives us a small insight to unheard, unseen and unsung world of Intelligence Bureau and its operations, from the date of Smt. Indira Gandhi till Sri. P.V. Narasimha Rao. It’s a great journey of an upright and honest officer who stands up to his professional ethics and works through rough weather of politics, espionage, betrayal and what not.
Kulkarni Sir, you handled most delicate situations and managed out of danger. You also lived with North East militancy in their fierce head hunting era, you stared the death at its eyes and worked daringly for our motherland.
But at the end we failed to honour you. Mysuru City Corporation should stand as co-accused in this tragedy— they never respected any of your appeal and complaints. They happily saw the violation of their own laws and dragged their feet endlessly which led to this tragedy.
They abetted this murder through the violator of law. They never heeded to the lawful complaints of a proud son of our Nation and did not take action on violator of law. This encouraged the law violator to go one step ahead and he eliminated Kulkarni.
I request our City Police Commissioner to make MCC as co-accused in this murder trial.
Next is Judiciary. The Delay in Justice is Denial of Justice. We lost an upright officer for a petty matter, which could have been resolved in a short period.
Finally, let us salute Mysuru City Police Commissioner and entire team which cracked the case so fast and brought credit to the Mysuru Police.
