Stray dog control drive to begin in Mysuru

Animal Birth Control surgeries from February; Rs. 60 lakh allocated

Mysore/Mysuru: In a bid to control the population of stray dogs in the city and across the district, Rs. 60 lakh has been earmarked for the Animal Birth Control (ABC) programme. The surgical procedures are scheduled to begin in February and are expected to be completed within two months.

Following directions from the State Government, the funds for the ABC programme will be drawn from the interest accrued on the amount released under the 15th Finance Commission.

Thirteen local bodies, including the Mysuru City Corporation (MCC) and various City Municipal Councils (CMCs) have been entrusted with the responsibility while the Animal Husbandry and Veterinary Services Department will carry out the surgical procedures.

Action plan locally

The State Government has instructed the district administration to identify suitable locations for conducting the surgeries and to construct sheds and care centres at the same sites.

Local bodies have prepared action plans and the tender process for catching stray dogs and transporting them to the designated facilities is underway. Construction of the sheds and care centres is in the final stage.

Under the programme, stray dogs will first be caught and transported to the designated centres, where they will be vaccinated. They will be kept under observation at the same facility for two days, after which the ABC surgical procedure will be performed.

Post-surgery, the dogs will be shifted to care centres, where food, water and medication will be provided. Officials said that once the sheds and care centres are ready, the process of catching stray dogs and shifting them to the facilities will commence.

Sheds in MCC limits

District Urban Development Cell Project Director Priyadarshini said that local bodies, including the MCC, have submitted proposals for the construction of sheds and care centres required for the ABC programme and that the tender process is currently in progress.

According to officials, there are around 1.20 lakh stray dogs in the district. The Animal Husbandry Department has stocked the required vaccines, medical equipment and medicines for the surgeries and a team of veterinarians has been identified for the programme.

Preparations are underway to implement the ABC programme through the MCC, Hootagalli CMC, T. Narasipur CMC, Periyapatna CMC, H.D. Kote CMC, K.R. Nagar CMC, Bogadi Town Municipal Council (TMC), Kadakola TMC, Srirampura TMC and Rammanahalli TMC.

Following a rise in problems caused by stray dogs, the Supreme Court had directed all State Governments to take measures to control the stray dog population and formulate a national policy. The Court also ordered the strict implementation of the Prevention of Cruelty to Animals Act and the Animal Birth Control (ABC) Rules.

In this backdrop, action plans have been prepared and arrangements made to undertake ABC surgical procedures across the State, including in Mysuru, Mandya,  Chamarajanagar, Kodagu and Hassan districts.
