Supreme Court order on creamy layer: SC, ST Railway employees stage stir; demand order review

Mysuru: Opposing the Supreme Court order on implementing creamy layer among Scheduled Castes (SC) and Scheduled Tribes (ST), the SC, ST Employees Association of Railway Department, staged a protest in city recently.

The protesters stated that, the Supreme Court order on granting internal reservation for SCs is a welcome move, but is not wise to apply the creamy layer policy. The representation of SCs and STs in the State is yet to reach the expected level. The economic guidelines and the policy of creamy layer may have a bearing on the availability of the candidates. Most of the jobs reserved for SC, STs still remain vacant for the discrimination against oppressed classes, still in practice.

The concept of creamy layer does more harm than extending the benefits of reservation. It won’t be helpful in addressing the economic and social inequalities in practice for centuries. The Court should review its order and exclude the policy of creamy layer, to provide justice to the oppressed classes, the protesters demanded.

The protesters took out a rally from the office of the Divisional Railway Manager (DRM) to Babu Jagjivan Ram Circle and submitted a memorandum to DRM of South Western Railway (SWR), Mysuru Division, Shilpi Agarwal. Zonal President K.S Dyamannanavar, Secretary M. Mohan, Venkataraju and others were present.
