Ex-MLC Madhusudan demands CBI probe against Prof. Rangappa

Mysuru: Former MLC G. Madhusudan has demanded a CBI enquiry against former Karnataka State Open University (KSOU) and University of Mysore Vice Chancellor Prof. K.S. Rangappa and another former KSOU Vice Chancellor Prof. M.G. Krishnan. He has alleged that Prof Rangappa is the kingpin of thousands of crores of rupees fraud in the KSOU and University of Mysore.

In a letter to HRD Minister Prakash Javadekar dated 14.9.2017, he has requested him to order a CBI enquiry against the former VCs for cheating 3.25 lakh students by way of disbursing unauthorised and unrecognised certificates of diploma, graduation and post-graduates certificates.

Addressing a press conference at Pathrakarthara Bhavan here this morning, Madhusudan alleged that the main person responsible for the mess in the KSOU was Prof. Rangappa as a result of which lakhs of students are suffering today.

Listing out the frauds committed by KSOU, he said that it had entered into academic collaboration and partnership with institutions outside jurisdiction of KSOU throughout the country and also in countries like Nepal, Sri Lanka, Dubai and USA.

He charged that all functions and duties of the University had been outsourced to a private firm by name Institute of Engineering and Management (IEM), Thane, Mumbai, where all marks cards and certificates were printed in the premises of KSOU in Mysuru.  
IEM has another institution by name SCOPE, which has entered into an agreement with KSOU as academic collaborator for all the courses it offers. In spite of the interim report submitted by Justice K. Bhakthavatsala to the Governor wherein he has instructed KSOU not to continue the contract, the same agency continues with the fraud till date, he alleged. He charged that it was Prof. Rangappa who was responsible for all these irregularities.

When contacted, Prof. Rangappa refused to comment on Madhusudan’s allegations.
