Innovative Precast Multi-level Parking: Some suggestions to MCC

Mysuru City Corporation (MCC) has proposed innovative Precast Multi-level Parking lot near KSRTC Sub-urban bus stand in the city.  As a concerned citizen, I suggest MCC to efficiently build and operate the multi-level parking facility in Central Business District (CBD). 

MCC should initiate PPP model to run the said facility, rather than spending from its exchequer. The particular model will reduce incurring loses while in construction period due to delays, additional variations due to inflation, poor quality of construction with poor amenities, parking mafia post construction, harassment of customers and mainly avoiding corruption at all levels for the next 25 years. 

MCC should lease the land to experienced vendor to develop and run the  parking lot complex for 25 years. Post contract, the infrastructure should be handed back to MCC. The vendor registration process should be very stringent. 

The technical guidelines related to construction, civic amenities (like passenger elevator, escalator,  washrooms) and civil defense guidelines, should be floated from MCC prior to the contract to make the vendor act in compliance. Any failure to adhering to norms will result in termination of contract.  

It should not only be limited to parking lot. Since it is on main road and considering influx of tourists to Mysuru, it can have a kiosk for Police, Tourism Info Centre, basic amenities for visitors, Prepaid taxi office, ATMs and Tour Operator kiosk.
