MCC tax defaulters: Plug legal loopholes

The warning by MCC Commissioner (refer news “MCC tax defaulters warned” in SOM dated Aug.14) is indeed a long pending initiative from the civic body.

Almost all commercial property owners collect advance and monthly rent from their tenants promptly, but many of them fail to remit property tax to MCC. Being responsible citizens, the owners of commercial properties do promptly remit the yearly property tax to MCC.

Trade license is mandatory to conduct any commercial activity and a trade license is issued on submission of property tax paid receipt for the preceding year.

When an owner is at default, the tenant is unable to apply for trade license. The Revenue Inspectors, instead of taking action against erring owners, threaten tenants to close down their commercial activities.

If MCC is empowered to attach the property of wilful defaulters, it will give relief to the tenants of such defaulting owners. But with lot of loopholes in our system, it may not be really practical for MCC to attach the property of defaulters.

Before implementing the attachment rule, MCC should plug all the legal loopholes and should not give room for the advocates to question the action of MCC.

If the legal loopholes are not plugged, MCC will be dragged to Courts to face never-ending legal battles.
