Lot more needs to be done to reduce the extremely high noise pollution from other vehicular sources. Mainly the powerful horns being used by trucks, buses and even those vehicles ferrying school children who incessantly blow the horn to drive away (scare away) the traffic and for school vans and buses to announce their impending arrival to the children.
The increasing nuisance of motorbikes with modified silencers so as to create a loud noise and using car horns needs to be urgently curbed. Dr. Chaduranga Road had a few such bikes which is extremely disturbing.
You have of course car owners who reach home late in the evening and blow the horn at their gates, with least concern to the neighbours, so that they are attended to by their family members who are expected to rush to the gate and open it for the head of the family.
This high level of noise has a huge damaging effect on the health of all citizens and it is important that severe action is taken on those using and also selling these high intensity horns.
In addition to that people have to be made aware that driving with the horn being used to ensure their accident free ride is not an acceptable social behaviour and should be penalised just like driving with high beam is considered an unsafe practice.
In fact there are no guidelines for driving etiquette and safe driving rules which if inculcated in the younger generation and at the time of issue of driving licence would go a long way in reducing the number of road accidents and consequent loss of lives.
Just a crash helmet drive is not going to help, particularly if those indulging in rash and negligent driving, are not concerned about their own safety. It is time the focus is shifted to bring an overall improvement in the driving discipline so as to prevent accidents rather than save lives post-accidents.
