Non-ISI helmet: Why this wait?

Sir,

Wearing the helmet has become a useless charade as in majority of cases, just to hoodwink the Police, the two-wheel drivers wear all sorts of helmets that is useless to give protection, in  case of accidents.

This is apart from the fact that the two-wheel drivers in many locations, specially in residential areas, rarely use it because the Police checking drive is absent. Many of the riders flouting the rules are young girls or women and the reason is not far to seek. Also in many cases the pillion riders do not wear it and the spectacle of children sitting in front without helmet is followed as a rule as though their life is expendable.

In spite of all these violations, it is a puzzle why the Police had to wait this long to enforce wearing of standard ISI mark helmets?
