SIR begins in Mysuru

Mysuru: The Mysuru District Administration launched the Special Intensive Revision (SIR) of electoral rolls this morning (June 30), in accordance with the Election Commission of India’s (ECI) directive. 

Since its establishment in 1950, the ECI has undertaken periodic revisions of electoral rolls, with the first General Election held in 1952. The last major revision was carried out in 2002. 

The SIR has already been carried out in States such as Bihar, West Bengal and Kerala, where millions of ineligible names were reportedly deleted from the electoral rolls. Karnataka now joins the exercise. 

2,915 polling stations 

Mysuru district has 2,915 polling stations, each assigned a Booth Level Officer (BLO). Assistant Returning Officers (AROs) and Assistant Electoral Registration Officers (AEROs) have been appointed to supervise the exercise. 

Training has been provided to Chief Electoral Officers, district officials, Electoral Registration Officers, master trainers, Booth Level Officers (BLOs) and representatives of recognised political parties. 

From June 30 to July 29, BLOs will conduct door-to-door visits to collect enumeration forms from voters. During the exercise, polling stations will also be rationalised through the creation of new booths, merger or relocation of existing booths and renaming wherever necessary. Polling stations with more than 1,200 electors will be bifurcated to create additional booths. 

Draft roll on Aug. 5 

The draft electoral roll will be published on Aug. 5 and made available at the offices of the AROs and AEROs. Copies will also be supplied to recognised political parties. 

Claims and objections may be submitted between Aug. 5 and Sept. 4. From Aug. 5 to Oct 3, there will be disposal of claims and objections.  

Political parties will be permitted to file up to 10 objections a day. Wherever discrepancies are found, registration officers will issue notices to the concerned voters for verification and necessary corrections. 

The final electoral roll is scheduled to be published on Oct. 7 after completion of the verification and correction process. Voters without valid documentation, those enrolled in more than one Constituency and other ineligible entries will be deleted from the electoral rolls. 

Door-to-door enumeration begins in Mysuru 

As part of the Special Summary Revision, BLOs will visit every household to distribute enumeration forms, collect the completed forms and submit daily progress reports.  

BLOs have already undergone training to ensure the exercise is carried out smoothly and in strict accordance with the Election Commission’s guidelines, said R. Aishwarya, Additional Deputy Commissioner (ADC), Mysuru. 

“The number of enumeration forms distributed and collected each day will be reported to the Election Commission without fail,” she added. 

Enumeration forms mandatory 

for electoral roll revision 

The ongoing Special Intensive Revision (SIR) marks a significant change in the electoral roll revision process,  making enumeration forms mandatory for all voters.  

Unlike earlier revisions, every voter is required to furnish the prescribed details and supporting documents. Those who fail to submit the enumeration form risk having their names deleted from the electoral rolls, thereby losing their voting rights. 

From today (June 30), Booth Level Officers (BLOs) will visit every household to distribute two copies of the enumeration form and explain how they should be filled.  

If a house is found locked, the forms will be left at the residence and collected during a subsequent visit. Voters may also download the enumeration form from the Election Commission’s voter portal — https://voters.eci.gov.in/  

Voters must fill in details available in the 2002 electoral rolls, along with family particulars, including the names of their parents and grandparents, before signing and submitting the form. One copy will be retained by the BLO, while the other will be returned to the voter as an acknowledgement. 

Each BLO will make at least three visits to collect the completed forms. The forms will then be scanned and uploaded through the BLO App for verification by the Electoral Registration Officer.  

Officials said, voters who fail to submit the enumeration form, will have their names removed from the electoral rolls. 

New voter registrations 

The SIR also provides an opportunity for fresh enrolment. BLOs will issue Form-6, along with a declaration form to eligible new applicants, who must complete and submit both forms to have their names included in the electoral roll.
