First, build on the ground, then underground

It was reported yesterday that Karnataka Dy.CM and a team of senior officials would visit Singapore to get a first-hand experience of tunnel roads so they can build similar underground roads to decongest Bengaluru. Ambitious much?

 A few years ago, Bengaluru got an underpass system called ‘Magic Box’, where they created box-shaped passages under existing roads to ease traffic. But these ‘Magic Boxes’ often became ‘Tragic Boxes,’ especially during monsoon. 

Just last month, on May 21, a software engineer from Infosys drowned in a ‘Magic Box’ underpass at K.R. Circle in the heart of Bengaluru. Some of these underpasses were shut down a few years ago as they were inefficient. It makes one wonder, we can’t even build simple underpasses, and we dare to develop underground roads?! 

Do we need a study tour to figure this out? Why not ask the technical team from Singapore to visit and do a feasibility test? What will a bunch of politicians and bureaucrats study and come back with?

In 2014, when the then head of the Legislature’s Estimates Committee was asked if it was not a waste of taxpayers’ money that the Government was sending 18 MLAs for a ‘study tour’ to Brazil, Argentina and Peru, he said, “We are not committing a big crime… don’t you send school children on vacation…similarly MPs and MLAs are being sent through the legislature committees…” 

He is correct, but people should know that the MLAs’ study tour report is worse than a school child’s. Here’s an example. 

A group of MLAs went on a study tour to New Zealand and Australia in February 2014. They returned and reported thus: “We saw sheep and cows grazing in open lands. This is something our government must focus upon. We visited a reservoir, and we were happy. We visited the rainforest and studied the serious negative impact of cutting trees. The caste system is absent there. People are more disciplined. More pay-and-use toilets are present there.” WOW! Does one have to visit these countries to know these facts? Of course not. Same with the underground road.

Underground roads are complex to build and costly to maintain— first, the safety issues. We are unable to rescue people from a small underpass. Can you imagine what will happen if there is flooding in an underground road? 

Imagine if there is fire underground? The fire engines and ambulances will have difficulty getting through as traffic rule-breakers would have taken up the service lane. 

This is not fear-mongering; fire and flood are serious issues in confined spaces like underground tunnel roads. During the Gotthard Tunnel disaster in Switzerland in 2001, the underground fire reached such high temperatures that cars in the tunnels were fused together!

 Infrastructure-wise, an underground road needs numerous emergency exits for people. Efficient ventilation and exhaust systems are required, considering thousands of vehicles emit carbon monoxide in a closed space.

There must be proper evacuation protocols — security systems to watch and secure the tunnel. You need well-trained staff to handle all these services, and most importantly, all this costs money. 

When it comes to financial viability, the cost of building and maintaining underground roads is exponentially more expensive than surface roads. There is digging involved, and it needs huge and expensive machinery. There are huge amounts of concrete and reinforcement steel to hold the tunnel. It is estimated that it would cost us about Rs. 1,200 crore in India for just one mile or 1.61 kilometres of underground road! 

Here is an example of how expensive and time- consuming underground roads are. In Boston,

United States, they built a 12-kilometre-long underground road through the heart of the city. It took them 15 years to complete and cost them 2.6 billion dollars, that’s about Rs. 20,000 crore!

So does anyone think we can do it in Bengaluru with undocumented underground water pipelines, drainage pipes, gas pipes and cable wires? Not to forget the constantly changing Governments, corrupt tender procedures and kickback madness. We took years to build ‘TenderSURE’ footpaths along a ‘few’ roads in Bengaluru, and our Dy.CM thinks he can pull off underground roads in the city?!

Our Dy.CM now wants to explore Singapore’s underground road. But we have to ask, why are we implementing a system that Singapore stopped implementing in 2017? Singapore has shut down its underground road project called  Singapore Underground Road System (SURS). 

Our Dy.CM doesn’t have to go on a study tour. It’s on the Singapore Urban Redevelopment Authority website, which states, “Earlier planned Singapore Underground Road System no longer needed.” 

As for why it’s not needed? They say because the SURS was conceptualised in the late 1980s as a 15-km-long underground arterial ring road system around the fringe of the city to cater to potential traffic growth into and out of the city centre, but NOW “enhancements to our public transport network… has removed the need for SURS. The city centre is now well-served by a comprehensive public transport network.”

The key to decongesting a city is an efficient, clean, safe and comfortable public transport system; not a free, chaotic, unclean and unsafe one. And certainly not an underground road at a time when we have no money considering all the free schemes. 

For now, let us learn to build roads on the ground before going underground and potentially burying our State’s finances 6-ft underground.

    The Industry Captains want a road specially for them to move around the east west north south in their expensive cars hence this bad proposal.Recently an IISC professor on sustainability had pointed out that people with no proper knowledge had suggested such a road.As pointed out by Mr.Vikram it is going to take time and cost a lot of money.Hence toll will be high which will mean the road will be out of reach of common man.As pointed out by professor there will be lot of rocks that they will encounter while drilling which might take months or years .he also pointed out that the cost of building one mile of metro and underground road will be the same.The metro. could carry 50000 people per hour while underground road with cars will be far less.Hence the underground road is a bad suggestion.Instead there should be a sustainable transport service (AC hydrogen buses being built in partnership by Olectra and Reliance Industries) for rich by bus companies like SRS travels ,VRL travels ,Sharma Travels for commute within the city and it should be a exclusive club membership for rich to avail this service and to keep the common man not entering such buses.Atleast then will the rich ditch their cars.If they do so half of Bengaluru traffic will be reduced.

    Your PM Modi , just finished his visit to the US, where Biden feted him , eulogised him, because Biden wants Modi fight wars with China, instead of the US, and want Indian soldiers to get killed. Not Americans.
    Modi boasted about Tech India, its advancement etc.. No one nelieves him , in the outside world. He should learn looking at Singapre. So too Congress politicians of Karnataka.
    Singapore is a small Island. Less in terms of land mass than Greater Mysore. Certainly less number of people.
    But, it made remarkable achievements in finance sector, healthcare, infrastructure, higher education-Its main university, the National University of Singapre is within the top 35 ujniversities of the World, compared to IITs in India at more than 200th place.
    In Singapore, there is only one thing matters: Merit.
    These politicians go there to buy top quality consumer goods. They also secretly get their health check ups, as Singapore has world class specialists unlike those in in Karanataka who got into medical colleges through hefty bribes or through reservation quota.
    So many Karnataka patients go to Singapore hospitals for disease diagnises and treatments, after they are let down by above specialists in Karnataka.
    When Mysore airport expands, there will be one-stop weekly flights of A320/Boeing 737 from Mysore-Singapore. Most of the passengers will be Mysore patients going for correct medical treatment in Singapore.
    No bribery scandals there, no crimes, and trains run on time, and offices work promptly.
    India is just a large overcrowded corrupt dump.

    Shivakumar and other officials will have shopping trips, arrive in Bangalore with their suitcases full of new models of gadgets.
    Yes, Shivakumar will have his health check up and so too other officials.
    Nothing will come out of this expensive trip.

    There are many cities that could develop, Mysuru, Ramanagar, Bidadi, Mandya, Mangalore, Bhadravati, Shivamogga, etc.,
    We are not concentrating on making new cities, but rather developing the same city which is overpopulated, polluted, expensive, etc.,

    You must be a huge dimwit not to realise that Mangalore and Mysore too are expanding fast, getting more overcrowded.
    The problem has been, since independence that cities , particularly the states’ capitals,were developed fast as most educated Indians wanted to live in those capital cities.
    Bangalote, the newly formed capital city became the main focus then. It is also the focus now. So aloso Mysore and Mangalore, in recent decades.
    Have you any idea of how population explosing is happing in India? India is adding one Autralian population every 6 months!

    industries like the HMT,ITI, and BEL in 1960s, could have been located 50 miles from Bangalore. But the CMs of Tamil Nadu, Anghra Pradesh and Keral forced the Cenre , under Nehru the PM to instruct thge then CM Nijalingappa to locatethem near Bangalore at commuter distances so that Keralites, Tamils and Andhrudus
    can come and take up jobs in these industries-they were preferred over locals, and live in Malleshwaram for example, developing further. Then Yeswantpur became the focus for development for residence and so on .Bangalore expanded fast, crowding fast. More from outside the state are arriving every day.
    More companies arrived in the coming decades, and the biggest destruction was caused by the IT sweatshops like the Infosys,which destroyed by vastly expanding into distant areas too.by locating its premises in a distant greenfield-coverd towns, which sucked in more people from outside the state.
    These days, it is the crowd of IT Techies doing cheap program coding work for Western companies, as they are paid in worthless Rupees and not USDs
    Those days, Koramangala, was a distant village, but in these days, it is part of Bangalore. That is the story.
    Indian’s expanding population is a menace to the whole world, as Indians in thusands want to emigrate.

Someone is out of their mind when they propose building 3 lane tunnels each way, 65km long in peninsular granitic gneiss of deccan plateau, that is downright crazy to put it mildly. Metro tunnels are alright, small in size, no other alternative. Building tunnels in the Himalayas is an altogether different story. The geology is entirely different. There are gazillion ways of decongesting and improving public transport in Bengaluru. With the availability of internet, the information on world’s best transport projects are available at finger tips, just at the press of a button, so long as we know how to ask the critical questions.
    Pray that good sense prevails on the decision makers as not to even contemplate this mis-adventure and push the state to permanent bankruptcy.

    ಇನ್ನು ಬೆಂಗಳೂರಿನ ವಿಶ್ವ ವಿಖ್ಯಾತ ನೀರಿನ ಹರಿವಿನ ವ್ಯವಸ್ಥೆ, ಎಷ್ಟು ಹೇಳಿದರೂ ಕಡಿಮೆಯೇ. ಅಂಡರ್ ಪಾಸುಗಳಲ್ಲೇ ಆ ಪಾಟಿ ನೀರು ತುಂಬುತ್ತದೆ. ಇನ್ನು ಸುರಂಗಗಳಲ್ಲಿ ನೀರು ತುಂಬಿದರೆ, ದೇವರೇ ಕಾಪಾಡಬೇಕು.

    ಆದ್ಯತೆಯ ಮೇರೆಗೆ, ಮೊದಲು, ಮಾಹಿತಿ ತಂತ್ರಜ್ನ್ಯಾನ ಬಳಸಿ, ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆಯ ದಕ್ಷತೆ ಮತ್ತು ಸಾಮರ್ಥ್ಯವನ್ನು ಉತ್ತಮಗೊಳಿಸಬೇಕು. ಇನ್ನೂ ಹೆಚ್ಚು ಹೆಚ್ಚು ಮೆಟ್ರೋ ಮಾರ್ಗಗಳನ್ನು ನಿರ್ಮಿಸಿ. ಏನಿಲ್ಲಾ ಎಂದರೂ ಬೆಂಗಳೂರಿಗೆ ಸುಮಾರು 400 – 500 ಕಿಲೋಮೀಟರು ಉದ್ದದ ಮೆಟ್ರೋ ರೈಲಿನ ವ್ಯವಸ್ಥೆಯ ಅವಶ್ಯಕತೆಯಿದೆ. ಕೇಂದ್ರ ಸರ್ಕಾರ ಈಗಾಗಲೇ ಕೈಗೆತ್ತಿಕೊಂಡಿರುವ ಉಪನಗರ ರೈಲು ಯೋಜನೆಯನ್ನು ಮತ್ತು ವರ್ತುಲ ರಸ್ತೆಯನ್ನು ಶೀಘ್ರದಲ್ಲೇ ಪೂರ್ಣಗೊಳಿಸಿ. ಎಂಟು coach ಇರುವ ಮೆಟ್ರೋಗಳನ್ನು 3 ನಿಮಿಷಕ್ಕೊಂದರಂತೆ ನಡೆಸಲಿ.

    ಮೆಟ್ರೋ ಸ್ಟೇಷನ್ ಗಳಿಗೆ ಆಯಾ ಆಯಕಟ್ಟು ಬಡಾವಣೆಗಳ ವಿಸ್ತೀರ್ಣದಲ್ಲಿ ಮಾತ್ರ ಸಂಚರಿಸುವಂತೆ ಮಿತಿಗೊಳಿಸಿ, ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿ, ಎಲೆಕ್ಟ್ರಿಕ್ mini bus ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆ ವ್ಯವಸ್ಥೆ ಮಾಡಿ, ,ಮನೆಯಿಂದ ಸ್ಟೇಷನ್ ಗೆ ಮತ್ತು ಸ್ಟೇಷನ್ ಇಂದ ತಮ್ಮ ಮನೆಗಳಿಗೆ ಸುಲಭವಾಗಿ ತಲುಪುವಂತೆ ವ್ಯವಸ್ಥೆ ಮಾಡಿ. ಟೆಂಡರ್ ಕರೆದು ಪ್ರತಿ ಬಡಾವಣೆಗೆ, ಸ್ಥಳೀಯ(ಬಡಾವಣೆಗೆ ಸೀಮಿತ) ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆ ವ್ಯವಸ್ಥೆಗಾಗಿ ಒಂದೊಂದು ಖಾಸಗಿ ಎಲೆಕ್ಟ್ರಿಕ್ ಬಸ್ ಕಂಪೆನಿಯವರೊಂದಿಗೆ ಒಪ್ಪಂದ ಮಾಡಿಕೊಂಡು ಗುತ್ತಿಗೆ ನೀಡಿ. ನಮ್ಮಲ್ಲೇನು, ಅನೇಕ ಉತ್ಸಾಹೀ ಯುವಜನತೆ ಇದ್ದಾರೆ. BMTCಗಿಂತಾ ಹೆಚ್ಚು ದಕ್ಷತೆಯಿಂದ, ಪ್ರತಿ ಬಡಾವಣೆಯ ವ್ಯಾಪ್ತಿಯಲ್ಲೂ, ಉತ್ತಮ ಸಾರಿಗೆ ಸೇವೆ ನೀಡಬಲ್ಲರು. ಬಸ್ ಮತ್ತು ಮೆಟ್ರೋ ಟ್ರೈನ್ ನ ವೇಳಾಪಟ್ಟಿಗಳನ್ನು ಹೊಂದಾಣಿಕೆ ಮಾಡಿ App ಗಳನ್ನು ತಯಾರಿಸಿ ಪ್ರಯಾಣಿಕರಿಗೆ ಯಾವ ಸಮಯದಲ್ಲಾದರೂ ಟ್ರೈನ್ ಬಸ್ ಗಳ ಇರುವ ಸ್ಥಳವನ್ನು ಗುರುತಿಸುವಂತಾದರೆ ಪ್ರಯಾಣಿಕರಿಗೆ ಸಮಯ ವ್ಯರ್ಥವಾಗುವುದಿಲ್ಲ.

    ಮೆಟ್ರೋ ಸ್ಟೇಷನ್ ಗಳ ಬಳಿ ಬಹು ಅಂತಸ್ತಿನ ದ್ವಿಚಕ್ರ ವಾಹನಗಳ(ಸೈಕಲ್ಲು, ಸ್ಕೂಟರ್, ಮೋಟಾರ್ ಬೈಕ್ ಇತ್ಯಾದಿಗಳಿಗೆ) ಸುರಕ್ಷಿತ ನಿಲ್ದಾಣವನ್ನು ನಿರ್ಮಿಸಿ. ಸ್ವಂತ ಖಾಸಗಿ ಕಾರುಗಳ ಮೇಲೆ ತೆರಿಗೆ ಹೆಚ್ಚಿಸಿ. ನಗರದ ಮಧ್ಯ ಭಾಗದಲ್ಲಿ ಖಾಸಗಿ ಕಾರನ್ನು ಬಳಸಿದರೆ ಅದಕ್ಕೆ ಹೆಚ್ಚುವರಿ ಶುಲ್ಕ ವಿಧಿಸಿ. ಎಲ್ಲೆಲ್ಲಿ ಸಾಧ್ಯವೋ ಅಲ್ಲೆಲ್ಲಾ ಕೇವಲ ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆ ಎಲೆಕ್ಟ್ರಿಕ್ ಬಸ್ ಗಳಿಗಾಗಿಯೇ ಪಥಗಳನ್ನು ನಿಯಮಿತ ಸಮಯಗಳಲ್ಲಿ ಕಾಯ್ದಿರಿಸಿ.

    ಕರ್ನಾಟಕದಲ್ಲಿ ನಾವು ಇದೀಗ ತಾನೇ ಮೊಟ್ಟ ಮೊದಲ ಬಾರಿಗೆ ಘಂಟೆಗೆ 110 ಕಿಲೋಮೀಟರು ವೇಗದ ಮೈಸೂರು – ಬೆಂಗಳೂರು ಹೆದ್ದಾರಿಯನ್ನು ನೋಡುತ್ತಿದ್ದೇವೆ. ಇನ್ನೂ ಚಾಲಕರ ಬೇಜವಾಬ್ದಾರಿಯುತ ವರ್ತನೆ, ರಸ್ತೆ ನಿಯಮಗಳ ಬಗ್ಗೆ ಅರಿವು, ಶಿಸ್ತು ಪಾಲನೆ ಇಲ್ಲದೆ ಎಷ್ಟು ಅಪಘಾತಗಳು ಈಗಾಗಲೇ ಸಂಭವಿಸಿದವು. ಸುರಕ್ಷತೆ ಮತ್ತು ರಸ್ತೆ ನಿಯಮದ ಬಗ್ಗೆ ಅಷ್ಟು ತಾತ್ಸಾರ ಮತ್ತು ನಿರ್ಲಕ್ಷತೆಯಿರುವ ಉಡಾಫೆ ಮಂದಿಯೇ ಹೆಚ್ಚಾಗಿರುವ ನಮ್ಮಲ್ಲಿ, 65 ಕಿಲೋಮೀಟರು ಉದ್ದದ ಸುರಂಗವನ್ನು ಸುರಕ್ಷತೆಯಿಂದ ಬಳಸುವಷ್ಟು ತಿಳುವಳಿಕೆಯೂ ಇಲ್ಲ, ಜವಾಬ್ದಾರಿಯೂ ಇಲ್ಲ. ಇದೊಂದು ಕಟು ಸತ್ಯ.

    ಇನ್ನು ನಮ್ಮಲ್ಲಿ ಬಳಸುವ ಇಂಧನಗಳು ಮತ್ತು ಹೊರ ಸೂಸುವ ವಿಷಕಾರಿ ಅನಿಲಗಳು. ಆ ಸುರಂಗದಲ್ಲಿ ಸಾವಿರಾರು ವಾಹನಗಳು ಒಮ್ಮೆಗೇ ಬಳಸಿ ಏನಾದರೂ ಅಪಘಾತ ಸಂಭವಿಸಿದರೆ ಹಲವಾರು ಕಿಲೋಮೀಟರು ಉದ್ದದ ವಾಹನಗಳ ಸಾಲು, ಘಂಟೆ ಗಟ್ಟಲೆ ಸುರಂಗದಲ್ಲಿ ಸಿಲುಕಿ ಉಸಿರು ಕಟ್ಟುವ ವಾತಾವರಣ ಏರ್ಪಡುವುದು. ಅದಕ್ಕೆಲ್ಲಾ ತಾಂತ್ರಿಕ ವಿನ್ಯಾಸದಲ್ಲಿ ಪರಿಹಾರವಿದೆಯೆನ್ನಿ. ಆದರೆ ನಾವು ಇನ್ನೂ ಅಷ್ಟು ಅಭಿವೃದ್ಹಿ ಹೊಂದಿಲ್ಲ. ಕರ್ನಾಟಕ ರಾಜ್ಯದ ಲೋಕೋಪಯೋಗಿ ಇಲಾಖೆಯಲ್ಲಂತೂ ಅಷ್ಟು ತಂತ್ರಜ್ನ್ಯಾನ ಸುತರಾಂ ಇಲ್ಲ. ಅದೆಷ್ಟು ಆಕರ್ಷಕವಾಗಿ ಕಂಡರೂ 65 Km ಉದ್ದದ ಸುರಂಗಗಳ ಯೋಜನೆಗಳನ್ನು ಕೈಗೆತ್ತುಕೊಳ್ಳುವ ಮುಂಚೆ ಅತ್ಯಂತ ಜಾಗರೂಕತೆ ಅತ್ಯಗತ್ಯ. ಈ ರೀತಿಯ ಕಠಿಣ ಬೃಹತ್ ಯೋಜನೆಗಳನ್ನು ಯಶಸ್ವಿಯಾಗಿ ಸಂಪೂರ್ಣಗೊಳಿಸಲು ಒಂದೆರಡು ದಶಕಗಳೇ ತಗುಲಿದರೂ, ಹಲವಾರು ಸರ್ಕಾರಗಳೇ ಬದಲಾದರೂ, ಛಲ ಬಿಡದ ತ್ರಿವಿಕ್ರಮನಷ್ಟೇ ಹಠವಿದ್ದಲ್ಲಿ ಮಾತ್ರ ಈ ರೀತಿಯ ಬೃಹತ್ ಯೋಜನೆಗಳಿಗೆ ಸರ್ಕಾರ ಕೈ ಹಾಕಬೇಕು. ಯೋಜನೆಗಯನ್ನು ಕೈಗೆತ್ತಿಕೊಂಡು ಏನಾದರೂ ಅರ್ಧದಲ್ಲಿ ಕೈ ಬಿಟ್ಟರೆ ರಾಜ್ಯ ದಿವಾಳಿಯಾಗುವುದು ಖಚಿತ.

    ನನ್ನ ವೈಯುಕ್ತಿಕ ಅಭಿಪ್ರಾಯದಲ್ಲಿ, ಬೆಂಗಳೂರಿನಲ್ಲಿ ಸುರಂಗ ಕೊರೆಯುವುದು ಕೊನೆಯ ಆದ್ಯತೆಯಾಗಬೇಕು.
