Why is debris being dumped on Bogadi Road stretch?

Debris, brought in tippers, are being dumping on either sides of Bogadi Road stretch from Harsha Bar junction to University Evaluation Bhavan, reducing the width of the road by 50% and also blocking storm water drains.    Motorists and residents are wondering if any road works are being taken up on the stretch.
