Clamour grows for inclusion of Layouts within MCC purview

Residents of Vijayanagar Third Stage, Fourth Stage First Phase do not want to be included in Hootagalli CMC

Mysore/Mysuru: Amidst the State Government’s recent move to form City Municipal Council for Hootagalli, residents of areas living near such places are demanding the Government to include their areas to the boundaries of Mysuru City Corporation (MCC). 

Recently, the State Cabinet approved the formation of Hootagalli City Municipal Council (CMC) and Bogadi, Srirampura, Rammanahalli and Kadakola Town Panchayats and notified the same in the State Gazette.

The issue of residents of some of the Layouts formed by Mysuru Urban Development Authority (MUDA) demanding inclusion into MCC limits is not a new one. While the MCC officials had made it clear that the Layouts near the Outer Ring Road (ORR) that were among the MUDA-transferred Layouts cannot be brought under MCC’s purview as they were outside the geographic jurisdiction of the MCC.

Even after some of the Layouts were handed over to the MCC maintenance, residents have complained that the MCC was not issuing Khatas though the sites have been allotted by MUDA. They allege that the MCC was asking them to produce all the documents all over again for getting the Khatas. 

The latest Layouts to demand inclusion in the MCC limits are Vijayanagar Third Stage, Fourth Stage First Phase and some of the areas adjoining the Ring Road. A meeting in this regard was held on Sunday and it was organised by Vijayanagar Third Stage Residents Welfare Association at V.K. Recreation Club premises in front of Sapthamathruke Temple. 

Over 200 residents of Garudachar Layout, Cauvery Layout, Wild Grass, Chennegowda Layout, Subramanyanagar, Vijayanagar Fourth Stage First Phase, and those Layouts that come under the inner area of Ring Road participated in the meeting. Vijayanagar Third Stage Residents Welfare Association President Ravikumar chaired the meeting. 

Paid taxes to MCC

The residents alleged that they had given memorandums many times to the MCC but the Layouts are yet to be taken over by the civic body. “Recently, the Hootagalli CMC was formed by the Government and our areas have been included there. This is unfair and unjust. We have been paying taxes to the MCC since 2007 and we have obtained building plan, Completion Report and Layout markings from the MCC. Still we have been included in Hootagalli CMC,” residents alleged. 

Till now, the MCC had taken the responsibility of collecting garbage, fixing water connections and maintaining streetlights. “Now suddenly and unscientifically, the Layouts have been brought under Hootagalli CMC,” they said. 

The meeting resolved to take the fight to a court of law. “There is no alternative but to fight legally,” the residents said. 

They demanded that the areas be included under MCC jurisdiction and warned that they will be forced to approach the court against the unscientific inclusion. They also said that they will apprise Mysuru District Minister and the Urban Development Minister regarding the issue. 

President of Karnataka State Safai Karmachari Development Corporation Kote M. Shivanna, Vijayanagar Third Stage Residents Welfare Association office-bearers K.T. Govindaraju, Manjappa, Somashekar, Ramanayak, Sundar, Ravikumar, Dinesh, Srinivasa Reddy, Prasad, Somanna and others were present.
