When a citizen registers a newly purchased vehicle, it is the duty and responsibility of the Transport Department to provide Registration Number to the owner. It is because Motor Vehicles Act  mandates:

“No person shall drive any motor vehicle and no owner of a motor vehicle shall cause or permit the vehicle to be driven in any public place, or in any other place unless the vehicle is registered in accordance with this chapter, and carries a registration mark displayed in the prescribed manner.”

However, it is observed that RTOs in Mysuru are taking any time upto 30 days for issuing the Registration Number to the vehicle owner. I have got my registered vehicle on 24.5.2018 and I am told that it will take another 10 days for me to get the Registration Number. It means that I will have to use the vehicle, illegally, without registration Number for almost a month from the date of my purchase. If someone causes accident to an unregistered vehicle or accident is caused by this unregistered vehicle how and who do we hold responsible for the incident?

Under the Fancy Number scheme, Regn. No. is given on the date of registration of vehicle upon payment of Rs.6,000 to Rs.25,000 in case of two-wheelers and Rs.20,000 to Rs.75,000 in case of four-wheelers.

Issuing of Regn. No. is a simple and mechanical process. If some 200 vehicles are registered on a particular day, the Regn. No. will start from the next number from which it ended on the previous day. There is nothing extraordinary involved in this simple exercise. If we peruse the Department’s website “164.100.80.164/fancyappln/” one can still see that many numbers pertaining to the previous series (previous to the present running series) are still available for allotment. Thus it is very clear that there is nothing in the Law that mandates the RTOs to  move to the next series unless all the numbers in an existing series are  allotted. These facts confirm the public impression that RTOs are functioning in a lackadaisical manner.

Are the RTOs aware that Vehicle Showrooms are extracting Rs.2,000 plus as  “RTO Registration Charges” (these are besides Road Tax and other mandatory levies)?

Let the two RTOs in Mysuru clarify why they are taking upto one month for issuing the Registration Number. I request the Deputy Commissioner of Mysuru to look into this issue as he happens to head the Road Transport Authority.
