Traffic Police to accept vehicle documents on DigiLocker

Mysuru:  You need not worry if you are not carrying hard copies of Driving Licence, Registration Certificate and Emission Certificate. The Traffic Police and other transport agencies will accept vehicle documents stored on your Smartphone’s DigiLocker App.

They can now show a scanned copy of these documents as long as they are uploaded on DigiLocker, the system that has been launched by the Union Government. The Ministry of Electronics and IT, Government of India, has framed a Digilocker Authority on July 21, 2016.

The Transport Department has issued a circular stating that digital certificates downloaded by citizens into their Digilocker will be deemed as originals. The circular asks Traffic Police and others authorities to treat DigiLocker documents on par with certificates issued by the RTOs in the form of a smart card or paper.

Speaking to Star of Mysore this morning, RTO (East) M. Prabhuswamy said that he is yet to receive the circular from the Transport Department. “We have been asked to upload and update records on Digilocker. But the actual use of Digilocker in Mysuru may take some time,” he added.

As per the circular issued by Transport and Road Safety Commissioner B. Dayananda (former Mysuru City Police Commissioner), Driving Licence (DL), Registration Certificate (RC) and Emission Certificate (EC) downloaded by citizens into their Digilocker will be deemed to be original certificates and will be treated on par with certificates issued by the department in the form of smart card or paper form.

The facility, however, does not apply to cases where DLs or RCs have to be seized by law enforcement authorities as per Motor Vehicles Act and Rules.

Digilocker platform is a digital repository of documents and certificates issued to a citizen, linked to his/ her Aadhaar number. It now has the facility to pull a citizen’s DL and RC by way of its integration with the Ministry of Road Transport, Government of India. These legal copies available on Digilocker are mandated as original documents as per the IT Act-2000.

The Government of Karnataka (e-Governance Department) has now linked the State Transport Department with Digilocker which will enable citizens to download their DLs, RCs and emission certificates to their Digilocker account as Digilocker linked to citizen’s identity has been authenticated with the help of Aadhaar and Department data base.

With Digilocker, citizens can access their digital documents anytime, anywhere and share it online. It reduces the administrative overhead of departments by minimising the use of paper.

Digilocker makes it easier to validate the authenticity of documents as they are issued directly by the registered issuers. Self uploaded documents can be eSigned.
