Bengaluru; Even as the State-Government appointed Search Panel headed by former Bengaluru CMR University Vice-Chancellor (VC) Prof. M.S. Shivakumar recommended three names for the University of Mysore (UoM) VC’s post, the Karnataka High Court on Thursday issued an interim stay on the new VC appointment process.
The Panel had recommended the names of UoM Computer Science Department Dean Prof. D.S. Guru, Head of UoM Psychology Department Prof. G. Venkatesh Kumar and Physics faculty of University of Hyderabad Prof. Sharath Ananthamurthy.
A single Judge Vacation Bench of the HC comprising Justice K.S. Hemalekha issued the stay order while hearing a writ petition filed by UoM acting VC Prof. H. Rajashekar on Thursday.
Prof. Rajashekar, who was one of the aspirants for the post, had moved the High Court seeking a stay on the appointment of the UoM VC. When the petition came up for hearing, advocate Akkamahadevi Hiremath, appearing for Prof. Rajashekar, argued that Prof. Rajashekar was serving as acting VC and had all the qualifications for getting the post. Also, there was no enquiry going on against him at present and in the past as well. The Panel appointed by the Government had ignored the qualification of Prof. Rajashekar while recommending the names to the Government, Akkamahadevi maintained and prayed the Court for granting a stay on the selection process.
The Court, upon hearing the arguments, passed an interim stay order on the UoM VC selection process and also issued notices to the respondents — The Principal Secretary of Higher Education Department, the UoM Registrar and the Search Panel Head, while adjourning further hearing in the case.
Good and great news for all other aspirants for the post of VC. That means Rajashekhar is innocent. Then why did the GOK transferred KSET to KEA. What a wonderful situation indeed,??? Pl note that Guru is only 52 years old.

You are looking at this University, which even Goddess Chamundeshwari can improve.
The government will say, they appointed an independent panel, which selected m a short of list 3 candidates,
all equally competent, and they will say , they selected one.
Holding an acting appointment does not necessarily mean ,the person concerned has to be in the short list. It was legally constituted independent panel.
Hey Govinda, I can cite cases in India, where the VC appointed was much younger, not even 40, for example, Prof P. Venkat Rangan, the VC of Amrita University (https://www.amrita.edu/ -https://en.wikipedia.org/wiki/P._Venkat_Rangan( mentioned elsewhere) when appointed, and who, who has done excellent work there to make it one of the top universities in India.
It is just a stay order. But one suspects that the High Court seeing that the panel acted independently, as it had independent chair and panel members, is likely rule in favour of the selection process.
Why bother with appointing an academic who can never be a good administrator.
The education minister of Karnataka has the real power, and he should simply appoint his education secretary, a senior officer who has years of administrative experience as the VC for 3 years for example. This VC for academic matters and advice, should have a panel of professors drawn from the departments of the UOM. That way, even if the education secretary/Vc has to move, he can be replaced with a similar cadre officer.
Job done.
