Council Advisory Committee formed to bring layouts within Ring Road into MCC limits

Mysuru: The Mysuru City Corporation (MCC) at its Council meeting decided to prepare a Comprehensive Plan Report to include all the layouts coming inside the Ring Roads into MCC limits.

The Council meeting held at Nalwadi Krishnaraja Wadiyar auditorium yesterday was chaired by Mayor M.J. Ravikumar and there was a lengthy discussion on the subject based on the reports collected by various MCC Zonal Offices regarding the inclusion of layouts outside the Corporation limits and coming inside the Ring Road limits.

Chamundeshwari Constituency MLA G.T. Devegowda (GTD) suggested for the constitution of an Advisory Committee. After hearing to the advise and suggestions of the members, Ravikumar announced a Committee consisting of people’s representatives and officials.

The Council Advisory Committee will include Legislators, MUDA, Gram Panchayat members and PDOs, Zilla Panchayat President and CEO, and Corporators of the respective Wards.

The Mayor directed the MCC Commissioner G. Jagadeesha to prepare a Comprehensive Plan Report, get the funds sanctioned from the Department concerned for necessary expenditure and send a proposal to the Government for the special Grants.

Detailed Discussion: In the light of the oral instructions from the Chief Minister Siddharamaiah regarding the inclusion of layouts within the Ring Road limits into the Corporation, the information was gathered from the respective Zonal Offices and presented in the Council. Since the report consisted only of Survey Nos and the limits, the members urged for more information. They felt that it should also have included the names of the layouts and under which Gram Panchayat limits they come under.

Reacting to this, Commissioner Jagadeesha said that out of the 62 layouts coming under the MCC limits, 42 extensions had been proposed to be transferred from MUDA to the Corporation and the Government had directed for the Gazette Notifications of these layouts. In the light of this, MUDA and MCC had jointly conducted a survey and submitted a report to the Government.

GTD speaking at this juncture pointedly said that instead of a discussion on the subject other layouts could also have been included and added that in the majority of the layouts there were no basic facilities.

The 13th Ward Corporator Kempanna said that when it rains, his Ward will be completely flooded. It has not been possible to provide all facilities to the 65 Wards in the Corporation limits. And, once the Bruhat Mysuru Nagara Palike becomes a reality, then God only should help us, he sighed.

Many of the Corporators suggested that before the layouts are included in the Corporation limits a proper survey and inspection must be done and suitable decisions taken.

Violation of Master Plan: Earlier, Corporator Prashanth Gowda pointed out the violation of Master Plan of the City Central Bus Stand. Violating the Master Plan, shops had been constructed inside the bus stand. Even though the Corporation Standing Committee had submitted a report in this regard, no action had been taken. Is there an unseen hand of the officials or a few Corporators, he wondered.

Background to the meeting: It may be recalled that in the backdrop of Mysuru Urban Development Authority (MUDA) handing over nearly 40 extensions to the MCC recently, a serious thought was going on in the Corporation to take over all the extensions coming within the Ring Road limits. Hence, this meeting was called for yesterday.

A few of the layouts do not come under MCC limits but still they are voters who vote in the civic elections. This is causing a huge headache to the Corporators.

“On humanitarian grounds, basic facilities are being provided to the layouts that come within the Ring Road limits. But, according to the documents majority of the layouts are under the Gram Panchayat limits. Even though they are getting all the facilities from MCC, they are paying their taxes to the local Gram Panchayats. Hence, the MCC is suffering huge losses,” Mayor M.J. Ravikumar had said speaking to Star of Mysore.
