I have learnt through the newspapers that caste survey is yet to take off. Surprisingly, garbage-collection staff deployed by Mysuru City Corporation (MCC) are distributing the subject form in Ward Number 52, with information to furnish whether the Aadhaar card is linked to personal phones. My observations on the form:
1. Name of the Department that has issued the survey form, under what authority is the form issued?
2. In the form, phone number, voter’s ID and Aadhaar card number of the declarant and family members are sought.
3. The distributing person has informed that the declarant has to mention whether the Aadhaar card is linked to the phone.
4. No provision for authentication of the declared information.
My concern is that, in the absence of a specific Government order, the distribution of the survey form seeking personal information is highly irregular.
Secondly, what are the safety measures taken to safeguard the personal information furnished by the declarant in the backdrop of cybercrime? Does the Government have any powers to seek the personal information of the declarants and under what law?
