MUDA reclaims four unauthorised layouts

Mysore/Mysuru: In one of the biggest anti-encroachment drives in recent years, the Mysuru Urban Development Authority (MUDA) on Saturday reclaimed the land on which four unauthorised private layouts had come up. The four layouts had come up on lands coming under Sathagalli Survey Nos. 65, 27/3 and 2/3 and Devanur  Survey No. 25 in the taluk.

Some private developers had developed the four layouts and had allotted sites, without any change of land use certification issued by the Deputy Commissioner (DC) nor had any plan approval from MUDA, which is mandatory. One of these layouts had blatantly violated the rule by erecting unauthorised sheds on a public road at Sathagalli. Following complaints from the public, MUDA Commissioner G.T. Dinesh Kumar had inspected the spots last week. Subsequently, in an early morning operation on Saturday, the MUDA authorities reclaimed the lands by evacuating the unauthorised structures that had come up on the lands, thus sending out a message that there is no scope for illegal layouts.

MUDA Secretary Dr. N.C. Venkataraju told Star of Mysore that the layouts were developed without any land conversion and also violated rules laid down under  Karnataka Urban Development Authorities (KUDA) Act.

Maintaining that some developers have allotted sites to applicants in illegal layouts, he said that these developers are also cheating the Government by evading payment of plan approval fee. Pointing out that the total extent of land concerning the four illegal layouts was about 6 acres, he said that following complaints from the public, the MUDA Engineers had warned the developers against any irregularities. But still the developers went ahead with their plans and developed illegal layouts, he said.

Dr. Venkataraju also warned the public against buying sites and other landed properties without checking the documents at MUDA and other concerned Departments. Stressing on the need for a double-check and cross-check of documents, he said adding that the people will also have to get the documents verified for change of land use and MUDA approval.

Pointing out that private layouts are mushrooming in the outskirts of the city, he reiterated that the public must be doubly sure that the site or landed property that they are going to buy have clear titles. He warned that the people may lose their hard earned money if they fell into the trap of buying sites in layouts that are not approved by MUDA.

More than 40 such unauthorised layouts

It is learnt that there are about 40 such unauthorised in MUDA jurisdiction. Dr. Venkataraju said that MUDA Engineers visit the sites for making a check on change of land use certification and plan approval.

The engineers will suitably advise the land owners and developers for getting their records straight, if there is any violation of norms in layout formation. Even the site allottees too will be suitably advised. But still, some developers have resorted to illegalities, he said adding that the MUDA has information that there are 42 illegal layouts being formed in the city outskirts.

The MUDA officials will visit all these layouts and will make efforts to evacuate them in stages, if they are found unauthorised.

    So MUDA has demolished just 4 so called illegal developments? There are literally hundreds of layouts which were illegally acquired by those who have been laundering their illegally acquired money. They bribed the MUDA officials to the level expected by these officials. These 4 illegal owners of layouts , it is clear did not meet the high bribe demand of the MUDA officials.
    The above is similar to the CBI officials conducting raids on a few government officials, to demonstrate that they are rooting out corruption, where as hundred others escape through bribing the se CBI officials.
    These are all eye washes.
    Legal or illegal in India/Mysore is decided by the extent of bribe -th e higher the bribe amount, the more legal the property will be, even though it is acquired illegally!
    So many rich owners , who have questionable source of wealth, do not even pay the property tax or any taxes.
    Just wait, until the UAE-based Keralite criminal gangs who smuggle gold into Kerala now, enter Mysore city to extend their business, when the Mysore airport expands, and receives the non-stop A320 passenger jets from the UAE, bringing in gold smuggling into Mysore. These gangs have the customs officials in their pockets by routinely paying them through gold ingots. They will do so in Mysore airport too.
    MUDA officials and the police officials will get their bribes in gold ingots then and will ‘regularise’ plots demanded by these criminal gangs. The Hawala channel money business will increase many fold then.
    Just to remind. Narendra Modi in his recent stop over at the UAE, had assured this non-stop air route. Just wait and see when the UAE-backed Israel electronic chip company gets going in Mysore. The traffic from the UAE then will be so called businessmen-Sheikhs and Keralites bringing their questionable practices to the already corrupt Mysore city!
    I was a student in this city in 1950s, then a beautiful city. Mysoreans and the politicians together have destroyed it through mindless developments and letting in non-Mysoreans in thousands to settle.

    Why the MUDA suddenly wakes up and publicise the taking over of unauthorised layouts once in a Month or in a year. Is just to show that it is prompt and it’s officials are alert to avoid unauthorised constructions? Yes without the connivance of the MUDA officials, how this is happening. If MUDA is very serious about unauthorised constructions, let it publish the list of authorised layouts area wise and inform the concerned to place a display board duly mentioning the details of the clearances given by RERA / MUDA / District town planning. So that public and officials will be quiet aware of the genuine projects.

    MUDA sleeps when layouts are formed illegally, wait for gullible people to buy plots and when their relationship goes soar with the developers, strike. Make money first and then cry hoarse. Corruption at the biggest level.

    Do you live in Mysore today? I left India decades ago, seeing the kind of corruption the institutions practiced.
    My experience way back in 1960swas that the then Mysore Council with its wing of legal allocation of plots and layouts-called CITB was so corrupt that no one knew who the owners of them were, whether they were paying any property taxes on the developed buildings etc.. Large layouts were dished out by the corrupt CITB officials to businesses and the rich in exchange of a couple of thousand Rupees, who could afford to maintain cars, as these were very distant from the centre of the city then.
    In Banglore the CITB there was much worse. |Literally large plots and layouts were given to people who could pay sums like a few thousands Rupees in the upcoming extensions like Saraki extension.
    That was just within 2 decades of India gaining independence. That was the time when Mysore was slowly developing and pressure on the city land was not that high. Bangalore was developing fast, the bribes were high there. Congress MLAs were openly taking bribes to arrange these transactions. I could have bought a large plot for less than 500 Rupees bribe in Mysore Road area of Bangalore, not far away from Chamarajpet.
    An MLA approached our company offering 3 plots each for 3000 Rupees total in a village called Koramangala then! He said, this village will become part of Bangalore. We did not believe him!
    The culture of corruption has so much grown since then that the outfits like this MUDA must be highly corrupt, its officials very rich from bribes.
    Why any one is surprised? India is the corrupt cesspit.

    ಈಗಲಾದರೂ ನಿದ್ರೆಯಿಂದ ಎದ್ದಿದೆ muda .ಪ್ರಾರಂಭದಲ್ಲಿ ಕ್ರಮ ತೆಗೆದುಕೊಳ್ಳಬೇಕು. ನಿವೇಶನ ಪಡೆದವರಿಗೆ ಈ ಬೆವರ್ಸಿ ( ಬಡಾವಣೆ ಮಾಡಿರುವವರು) ಗಳು ಹಣ ವಾಪಸ್ಸು ಕೊಡುವುದಿಲ್ಲ. ಪ್ರಭಾವ ಹಾಗೂ ರೌಡಿ ವರ್ತನೆಯಿಂದ ಅಮಯಿಕರನ್ನು ಮೋಸ ಮಾಡಿ ಹೆದರಿಸಿ ಕಳುಹಿಸುತ್ತಾರೆ. muda ಅಧಿಕಾರಿಗಳು ಅವರಿಗೆ ಹಣ ವಾಪಸ್ ಕೊಡಿಸಬೇಕು
