RTO Office: Never ending woes !

Sir,

I had been to the RTO Office (Mysore West) recently, in order to add licence to drive another class of vehicle in addition to the existing one. As we all know, now the Central Government has made online facility (website: https://parivahan.gov.in) available to fill the applications related to Learners Licence, DL etc., and also uploading of documents. This has avoided unnecessary travel to RTO Office. We can also pay the fees using online method itself! We must thank the Central Government for implementing such people-friendly online software facility, which saves productive time of people.

All said and done so far sounds good, but the apathy of the RTO Office makes the above benefits almost null and void because the RTO Office authorities have not upgraded their way of working to meet the needs of the modern day people!

For example, starting from 10 am, the RTO Office buzzes with lot of people for various things such as Learners Licence, DL, FC etc., for different classes of vehicles. There starts long queues just like Lord Hanuman’s famous tail (!) and the staff become fully busy in all these activities till 1.30 pm or 2 pm.

After that they take a break for lunch till 3 pm. From 3 pm onwards some staff are busy distributing LLs, DLs etc., this may amount for around 10% of the total staff. The remaining 90% staff don’t attend to people’s work — they don’t accept fees, they don’t take photographs, they don’t conduct driving tests!

People who come in the morning, who stand in long queues have to come the next day again and do the same exercise, if they can’t get their work done before 2 pm. What kind of system is this? My suggestions to RTO authorities:

1) Please instruct the staff to work in the afternoon session also similar to morning session, so that people who can’t get their work done before 2 pm, can attend to it in the afternoon between 3 pm and 5 pm. I observed that most rooms of the RTO Office looks deserted after 3 pm.

2) Avoid long queues by providing more than one counter for paying fees, taking photographs, taking driving tests etc. People should be able to take driving tests in the afternoon sessions also. Let there be additional staff for conducting driving tests.

3) Please put up big boards indicating, which room is for what. At present, when we enter the RTO Office, we can’t make out where to go for our work.

If RTO Office works in tandem with the Central Government’s innovative methods, people can enjoy the fruits of modern technologies, otherwise everything goes in vain.
