Yella ok, muda beke? Houdu beku

Sir,

This refers to Vikram Muthanna’s article titled “Yella ok, MUDA beke?” in Star of Mysore dated Feb. 24.

Yes, muda beku but we don’t want useless administrators  (officials or non-officials) who can’t withstand the pressure and rule the institution.

Earlier we have seen many good administrators who managed well but recent officers including DCs, who act as administrators in the absence of MUDA Chairman, are inefficient and incapable to withstand pressure from politicians who are always there to ruin.

A DC who, acts as the administrator, is an IAS Officer with special constitutional powers but not willing to exercise it for the sake of the institution.

Apart from formation of new Layouts, muda has got many other functions to do like protection of acquired land, town planning, issue of revenue documents to already allotted sites, auction of unallotted sites etc., and public are getting services even today and they say it is better than MCC. If not so, why people stand in queue always at the counters?

Rather than thinking of abolition, it is advised to make strict rules and regulations to avoid illegal activities and also by tightening Administrator / Commissioner to work efficiently by putting some special conditions like reporting to DPR / removal from service etc., with which political nexus can be avoided.

It is very surprising that Karnataka State does not have a single good IAS Officer who can be posted to MUDA to sustain pressure, work efficiently and save Mysureans.

By keeping useless / inefficient officers, it is not fair to talk about abolition of the esteemed institution. We want a competently functioning MUDA.

Note: Old order must change yielding place to new. Discard this old order MUDA and in its place bring in a State law to discharge all the clerical, procedural, watch and ward functions, the correspondent says in his letter. No point in beating a dead horse. Bury it to avoid rot and stink.

As for making strict rules and regulations, the correspondent is informed that there is nothing like strict rules and lax rules in jurisprudence. A politician in power can undo the rule and the servile IAS, IPS, KAS Officers will simply obey and will do illegal, unethical acts with impunity. If an organ in the body is affected by gangrene, wisdom lies in amputating that organ and save the life.—Ed
