New Delhi: The Human Resource Department (HRD) Ministry has decided to frame new regulations for the appointment and promotion of the University Registrars and other non-teaching staff.
This move comes two months after HRD Ministry notified the revised salary of non-teaching employees of Universities and colleges under the Seventh Pay Commission recommendation conditions. The University Grants Commission (UGC), on the recommendation of the Ministry, had constituted a Committee under Sushma Yadav, a member of the Commission, for preparation of the regulation.
The panel will “frame” minimum qualifications and other service conditions for the Registrar, Deputy Registrar, Assistant Registrar, Controller of Examinations, Deputy Controller of Examinations, Finance Officer, Assistant Finance Officer and equivalent cadres in Universities and colleges.
According to a UGC official, the Committee will examine the existing minimum qualifications and other service conditions of these non-teaching employees. It will also hold consultation with the various stakeholders including the teaching faculty.
However, the practise in many of the Universities so far is to appoint the University Professors for most of the above mentioned posts, thus forcing them to take up both teaching and non-teaching work.
