Mysuru: Maintaining that intelligence reports cannot be a full success always, former DGP D.V. Guruprasad said that the State Intelligence Wing will report to the Government in times of crisis and other emergencies.
He was speaking at an interaction session on his work titled Goodhacharyeya Aa Dinagalu organised by the Mysuru District Journalists Association (MDJA) at its premises this morning.
Stating that he was the Intelligence Chief when Dharam Singh headed the Congress-JD(S) Coalition Government 15 years ago, Guruprasad said that coalition government has returned now with H.D. Kumaraswamy heading the JD(S)-Congress Coalition Government.
Observing that lack of knowledge in History will lead to administrative problems, especially in running coalition government, Guruprasad said that he has shared his experience as the Intelligence Chief in his book.
Pointing out that lessons can be drawn from the book on past incidents and crises, the former DGP reiterated that his work can be treated as a handbook on learning from past mistakes, both administrative and political.
Recalling that many painful things took place when S.M. Krishna became the Chief Minister, he said that incidents such as continuous drought, kidnapping of Dr. Rajkumar and killing of former Minister Nagappa by forest brigand Veerappan and such other unsavoury incidents brought a bad name to the State Government.
Highlighting the role of intelligence inputs in the making of political decisions, Guruprasad citing an example said that the State Intelligence had warned the then CM S.M. Krishna of holding the State Assembly elections along with Lok Sabha polls in 2004 as the situation then was unfavourable to the Congress government. The State Intelligence had also told the same to the then State Congress in-charge Vilas Rao Deshmukh, when he sought intelligence inputs on the prospects of the Congress returning to power in 2004. But S.M. Krishna went ahead on his decision to call the State Assembly polls along with the LS polls in 2004, when the Assembly tenure was still 6 months left. S.M. Krishna’s decision to advance Assembly polls was a severe set back for him as the Congress lost.
Highlighting the challenges of running a coalition government as he learned from being the Intelligence Chief, Guruprasad claimed that transfer issued posed a big problem in Dharam Singh’s coalition government and postings to key posts virtually became a musical chair.
Noting that although Dharam Singh was lucky as there was copious rainfall after he took over and elusive forest brigand Veerappan was shot dead, the former DGP said that CM’s post for Dharam Singh was not a bed of roses as he faced several challenges such as CET and killing of Policemen at Pavagada as a retaliation to the encounter of naxal leader Saketh Rajan.
Stating that the recent Pulwama attack, Church and hotel blasts in Sri Lanka, Mosque attack in New Zealand, WTO Twin Tower bombings in New York can be cited to intelligence failures, Guruprasad stressed on the need for the Governments to gather vital intelligence inputs in these days when terrorism and such destructive acts are on the rise.
