Use of face masks: Random checking need of the hour

Sir, 

The stipulation that wearing of masks is compulsory is not at all being followed in the city. One has to only take a short drive outside to observe this. You will see auto drivers chatting in a group, at the auto stands, with most of them not wearing masks. Newspaper vendors do not wear masks. People are so casual about this.

Whose responsibility is it to check and penalise people for not following the guidelines? Is it the Police Department or the Health Department?  

I appeal to the authorities concerned to please carry out random checks and penalise people who are not wearing masks, as is being done in Bengaluru.
