Kurubarahalli Survey No. 4 and Alanahalli Survey No. 41: DC submits report a month back; Govt. yet to act

When SOM contacted the K.R. Constituency MLA M.K.  Somashekar this morning, he said that the papers sent by the DC and the RC are now with the Revenue Secretary and soon it will go to the Cabinet for approval. He was confident the approval would be given and the problem of MUDA layout owners would be solved satisfactorily.

Mysuru: Deputy Commissioner (DC) D. Randeep has submitted a report to the government with his recommendations regarding the “B-Kharab” classification of Kurubarahalli Survey No. 4 and other layouts namely Alanahalli, K.C. Nagar, Vidyanagar and Income Tax Layouts coming under Alanahalli Survey No. 41.

The unscientific classification of a vast expanse of the land as “B Kharab” (government land) all of a sudden at the instance of the then MLC, G. Madhusudhan, about three years back has resulted in non-issue of ‘khatas’, title deeds, building plans, completion certificates, etc., thus  legally disabling the residents of the said areas from selling their properties, mortgaging them to raise loans or to partition properties or to raise loans to meet their commitments.

Speaking to Star of Mysore yesterday, DC Randeep said that he had submitted a report to the State Government a month back through Regional Commissioner (RC) M.V. Jayanthi and had sent a copy of the report to the Principal Secretary, Revenue Department. “I am not aware if the Regional Commissioner has drawn the attention of the government regarding the issue,” he said.

The Regional Commissioner was, however, not available for comments.

Briefly disclosing the contents of the report submitted by him, the DC said that the layouts were formed in 1970 by the then City Improvement Trust Board (CITB), now Mysuru Urban Development Authority (MUDA)) and the residents have the right to receive the land documents and their problems must be solved on priority.

“Regarding the remaining layouts and private properties, I have recommended that action could be taken in consultation with the Principal Secretary, Legal Department and legal experts. There are over 30 cases pending in the Karnataka High Court regarding private properties in the said survey numbers and a solution can be found for this as per the provisions of Land Revenue Act,” he said.

The DC further said that in the interests of the residents of the layouts and the property owners, the Revenue Minister can hold consultations with the Chief Secretary, Principal Secretaries of Revenue and Legal Departments and arrive at a solution for this long-pending problem.

He said that while recording his observations in the report, he had checked all the relevant documents of Kurubarahalli Survey No. 4 and Alanahalli Survey No. 41. “I have recommended to the government to solve the issues of the layouts formed by MUDA,” he said and added that based on his report and the report of the Regional Commissioner, the Chief Minister could call a meeting and take a final decision.

DC Randeep said that there has been no exchange of letters between him and the government in this regard after he submitted his report and added that he could not reveal the entire contents of the report as it was confidential.

Meetings held in January-March, 2017

It may be recalled here that on Jan. 17, 2017 Chief Minister Siddharamaiah had directed the secretaries of Urban Development and Revenue Departments to resolve “B-Kharab” issue at the earliest. Chairing a high-level meeting, the CM directed the officials to take steps to drop the “B-Kharab” classification of the land.

Drawing Siddharamaiah’s attention towards the issue, Krishnaraja MLA M.K. Somashekar said that complete stoppage of Government actions regarding land records pertaining to Kurubarahalli Survey No. 4 and Alanahalli Survey No. 41 since more than 3 years has caused great difficulties to the families of property owners.

On Mar. 4, 2017 MLA Somashekar had conducted a ‘Public Grievance Meeting’ at CITB Choultry at Siddarthanagar to hear the problems of residents of Kurubarahalli, J.C. Nagar, K.C. Nagar and Siddarthanagar and had assured the residents that the issue of ‘khatas’ will be solved within three months. This period of assurance will end next month on 4th of June 2017.
