Aggrieved site owner remembers former MUDA Accounts Officer

I read KBG’s write-up titled ‘A Retired Officer and his Shanti Puja at age 80 — Good governance is possible only with such officers’ in Star of Mysore dated Jan. 27 following the demise of A.K. Shiva Roy of State Accounts Department and former Accounts Officer of MUDA on Jan. 24.

It was a great tribute by KBG to Shiva Roy, remembering him for his honest services while working in MUDA.

I am sure my job which is pending for long in MUDA would have been done if Shiva Roy were to be in service. I am sharing my bitter experience with the MUDA Accounts Section and may be there are many more facing this issue.

As notified by the Assistant Director, Town Planner Member (TPM), I transferred Rs. 20,350 to MUDA to get approval for my single site layout. It was transferred over a month ago, yet, the Accounts Section has not confirmed receipt of payment to TPM. Due to this, my request for approval is kept pending.

I got confirmation of credit given to MUDA from Bank of Baroda with details of transactions. I sent this to the TPM. But, they want to hear from the Accounts Section on receipt of the fee. I wrote to Mysuru Deputy Commissioner, MUDA Commissioner and also to Chief Accounts Officer but no one seems to bother. This is the sorry state of affairs in MUDA, no matter ED or Lokayukta probes into the alleged scams. I once again thank Star of Mysore and KBG for highlighting the honest and sincere services by Shiva Roy while at MUDA.

Note: The Government employees, from the lowest to the highest, are a protected lot under our law, no matter what their wrong-doing, harassment of people who go to them for work and above all corruption in multiple forms.

This law, which protects them, even when complaints are made and case is filed, the law which enables Law Courts to give them anticipatory or early bail and any number of adjournments dragging the case for years, must change.

As a result, we find acquittal of majority of cases and a very small conviction with minimum period of sentence.—Ed
