Former UoM Registrar Prof. Rajanna goes to Court

Mysuru: Former Registrar of University of Mysore (UoM) Prof. R. Rajanna, has gone in appeal to the High Court for a stay order. He has questioned  both on the matter related to the naming of a two-member committee to look into the alleged, illegal appointments for the temporary non-teaching posts and the appointment of KAS Officer D. Bharati as the Registrar, replacing him.

He has stated in the petition that the appointment of Bharati as the Registrar should be cancelled as it is against the norms. He has named the State Government and the UoM as the defendants. This petition has been filed in the High Court Hall 22 before Judge J. Narendra.

The Judge postponed the hearing to June 13, as the other issue (regarding Bharati’s appointment) seeking stay order also came up on Friday (June 9).

According to sources, based on just a letter written by Acting VC Prof. Dayananda Mane, regarding the alleged illegal appointments of 96 people to the temporary posts in the UoM, the Governor has set up a two-member committee. It may be recalled that the two-member committee comprising Prof. Maruti Rao Nimbalkar, Syndicate Member of Rani Chennamma University and Prof. Kanubhai Govind Manavi, the former VC from Gujarat visited the UoM recently to look into the matter.

Many Professors in the University feel that the State Government was in haste appointing a KAS Officer for the post of Registrar thus violating the Rules of the University, which clearly states that only a person with more than five years experience as Professor can be appointed as the Registrar.

It can be changed only after the amendment is made in the Cabinet that a bureaucrat must be appointed as the Registrar. Until such time, the Government cannot appoint an outsider to the post, argue the Professors.

    GOOD LUCK PROF. RAJANNA IN YOUR VENTURE ! IF YOU ARE LUCKY, YOU WILL BE BACK !

    BUT PROFESSORS ARE APPOINTED TO DO RESEARCH AND TEACHING !

    ADMINISTRATION IS MEANT FOR IAS AND SENIOR KAS OFFICERS.

    17. Registrar (1) . The Registrar shall be a whole time officer of the University. The state govt. may appoint
    an officer belonging to the All India Services working in super-time scale to be a registrar of the university.

    18. Registrar (Evaluation) 1. The Registrar (Evaluation) shall be a whole time officer of the University. The State
    Govt. may appoint an officer of the KAS, not below the rank of senior scale Group-A OR a senior member of faculty
    of any university to be the registrar (evaluation) of a university.

    So, as per section 17 above of the KSU act, a professor cannot become the registrar.

    But as per 18, a senior faculty can become registrar (evaluation) of a university.
    Senior faculty means not necessarily professors !!!!
