MUDA / MDA: Problems and solutions

Sir,

In response to the article ‘MDA faces litmus test after MUDA’s collapse’ published in the Star of Mysore on May 27. Concerning the concerns raised regarding the functioning and future of the Mysuru Urban Development Authority (MUDA), rebranded as Mysuru Development Authority (MDA), I wish to offer the following observations along with suggested remedies:

1. Development of new layouts

Political interference: Most developers operate with political backing and vested interests. This can be curtailed only under the leadership of a strong and efficient Administrator or Commissioner.

Lack of initiative by officials: There is little enthusiasm among officials to initiate Government-led layout projects, identify suitable land or negotiate with farmers. Preference is often given to clearing files of private developers. A proactive Administrator/ Commissioner with authority over staff and coordination at the Government level can address this.

Violations in private layout approvals: New private layouts are often approved in violation of regulations due to political pressure or bribery. A vigilant and independent Administrator/ Commissioner is essential to prevent such practices.

2. Encroachment of lands

Poor land records: Officials often lack clarity about land ownership or ongoing legal disputes. This issue requires immediate attention through a well-coordinated administrative effort under a capable Administrator/ Commissioner.

Need for accountability: Strict action must be taken against encroachers and any complicit officials, without succumbing to political pressure.

3. ‘Bit of land’ issue

Many old layouts include small leftover plots (‘bit of land’) that remain unsurveyed. These should be properly surveyed, regularised with penalties and brought under strict regulatory control.

4. Civic Amenity (CA) sites

Several older CA sites are being misused through subleasing and are earning large revenues in the name of social service. These are often controlled by influential individuals rather than genuine service-oriented organisations. An empowered Administrator/ Commissioner must identify such cases, cancel illegal arrangements and enforce strict guidelines.

From the above, it is evident that acommitted, honest and empowered Administrator or Commissioner, supported by sincere political will, can bring about a transformational change in the functioning of MDA. This leadership is critical, especially when political interests have long benefited from the system.
