UPOR Project: 3.19 lakh properties surveyed

Mysuru: Do you need a legal document for the property you own? Do you need the correct dimensions of the property? Then you can get the Property Register (PR) cards under Urban Property Ownership Record (UPOR). Another important issue to be noticed here is that for any property dealing in the city, UPOR has been made compulsory.

UPOR is being implemented on a pilot bases in Mysuru, Shivamogga and Mangaluru cities. A survey of 42 villages around Mysuru City has been taken up under the project and in all, the authorities have conducted survey of 3.19 lakh properties and created a draft record of 1.56 lakh properties which includes government land. The authorities are confident of issuing PR cards to 79,851 property owners soon.

PR card is the first and only authentic legal document of the ownership of the property and is proof of the ownership. The card contains scale map, extent and other details including encumbrances and mortgage of the property. Hence, all the details of the property are available in a single document. The property is geo-referenced and thus  owners can view the property map online.

First in Asia: The UPOR project being implemented in Karnataka is the first of its kind in Asia. A unique thing about this is that Mysuru which has more properties than in Shivamogga and Mangaluru is taking giant strides to implement it. Each property will be given a unique identification number and no property number will be repeated, UPOR Mysuru Division in-Charge Planning Officer Prasad V. Kulkarni told Star of Mysore.

Each property document will have biometric facility and the owner’s Aadhaar number will be seeded with the PR, he added.

Land disputes will come down: Kulkarni said that UPOR is going to be one of the prestigious projects of the Revenue Department. With the implementation of this project there are several benefits. The owners’ hold over the property will be effective and encroachments on government lands will be under control. And most importantly, land disputes and the pressure on Civil Courts will come down by 90 per cent.

300 acres land recovered: UPOR will help very clearly and specifically locate the government lands that are encroached. The project was launched in Mysuru in 2011 and nearly 300 acres of government land have been identified and recovered since then.

Once the application for PR is made, the search for details of the property will begin. Then a draft document of the owner’s property will be prepared and a nine-page draft document will be given and 33 days time will be provided to raise objections if any. If there is no objection, then a final six-page certificate will be prepared. The document can be obtained by paying the prescribed government fee. For instance, a fee of Rs. 250 has been fixed for a 30X40 site, explained Kulkarni.

In all, 42 villages in Mysuru City have been urbanised, developed and included under UPOR and some of them are Bogadi, Kurubarahalli, Paduvarahalli, Metagalli, Kyathamaranahalli, Kukkarahalli, Srirampura, Lingambudhi, Mandakalli, Kesare, Hebbal, Dattagalli and Lalithadripura, he said.

How to apply for UPOR?

UPOR project is being implemented under the Public Private Partnership (PPP) in association with CECON Consultants, in Mysuru. The properties have been divided into different categories like, Mysuru Urban Development Authority (MUDA), Gram Tana, Ashraya Layout and other ones. Based on the category which it comes under, one can apply for UPOR.

For details of obtaining UPOR application and final certificate one can visit the website www.upor.karnataka.gov.in. One can personally visit the UPOR Office near Government Guest House, Nazarbad, Mysuru-570001 or call 0821-2434540.

The technology used in UPOR to survey properties is Differential Global Positioning System (DGPS), which is far superior to the ones used by the Survey Department earlier. Under this project, every property will have correct information about the land and Record of Rights.  The information about the owner, dimensions of the property, the directions of the property (whether it is a north facing or south facing site), and other accurate details will be provided. The work on computerising the records is under progress.
