Mysuru: Chief Minister Siddharamaiah has directed Social Welfare Department to vacate the stay on the process of appointment of teaching and non-teaching staff to the University of Mysore within ten days.
In the light of the State Legislature Committee on Scheduled Castes and Scheduled Tribes in a meeting in January 2016 finding that the University, during its earlier recruitment, had neither followed the roster system properly nor filled up backlog vacancies.
No appointments had taken place since April 2016 and as a result, 301 teaching posts and 735 non-teaching posts are lying vacant. If these posts are unfulfilled, the UGC will not give grants.
Hence, in the light of this background, the CM held a meeting at his Home Office ‘Krishna’ in Bengaluru yesterday and directed the Social Welfare Department to withdraw the stay within ten days.
He also directed the University of Mysore to fill the posts following all rules in a transparent manner. Mysuru District in-Charge Minister Dr. H.C. Mahadevappa, Higher Education Minister Basavaraja Rayareddy, Department Principal Secretary Lakshminarayana, University of Mysore in-charge Vice Chancellor Prof. C. Basavaraju and Registrar D. Bharati and others were present at the meeting.
Transparency in appointments
Out of the 735 vacant teaching posts, permission has been given to fill 260 posts. The remaining posts would be filled in stages. “There is a change in the Statutes for recruitments and according to the revised Statutes, the recruitment process will be followed transparently,” said Bharati.
Applications will be called for recruitments and through written tests the eligible candidates will be shortlisted. Later, according to 1:3 ratio, oral interviews would be held. The marks scored in the written test will be given weightage and the marks of the oral interviews would not be kept a secret but announced on the same day.
A tentative list of selected candidates would be announced and opportunity will be given to candidates to file objections if any. When the final list is announced, the selected candidates must submit Police Verification and Authentication Certificates, she said.
VCs have powers to recruit: Governor-Chancellor
Meanwhile, Governor Vajubhai Rudabhai Vala said yesterday that a Vice- Chancellor has power to recruit Professors and other faculty members to the vacant posts in government and government-aided Universities. He opined that a VC need not ask for any prior permission from the government to make such appointments.
According to Vajubhai Vala, who was addressing the representatives of all the affiliated and autonomous engineering colleges of Visvesvaraya Technological University (VTU), whenever a post falls vacant, the government takes nearly two years to fill it by following procedures, which inconveniences the student’s education.
He suggested that if there are no professors or required instruments or infrastructure, such colleges must be closed down the following academic year.
