Dear Citizens of Mysuru,
It is very sad to know that Sri R.N. Kulkarni died because of the apathy shown by the officers concerned of Mysuru City Corporation (MCC) and others concerned. Even after 16 hearings in Court of Law, nothing is decided and there is no action taken on the erred.
Sri Kulkarni was a very straight-forward, law-abiding, former IB Officer of Government of India (GoI). The officers concerned to whom the complaint was given by Kulkarni may have simply given notice to the neighbour, which no one cared in time.
In fact, such complaints normally will never be taken seriously by the people, thus leading to corruption which is rampant.
Unauthorised constructions and constructing buildings beyond the licence granted have become common. When a senior GoI Officer gets killed for raising his voice against unauthorised construction, what is the fate of an ordinary law-abiding citizen?
The City Corporation has the power to pull down the unauthorised constructions immediately when once it is observed, before the unauthorised constructing agency approaches the Court of Law. Not only the Officers responsible for not taking necessary action, but also the contracting agency should be hauled up in Court of Law.
It is a shame that the Mysuru City Corporation is being silent after issuing the notice to the owners, who are constructing the structures not as per sanctioned plan.
I request that, at least, this case must be taken seriously and justice be done. Let money not play its part.

I am also a serving Central Government official. I also gave a written complaint to MCC 3 years back when my neighbour broke my compound wall and started construction. I met Even the mayor, Engineer in charge MCC and met DC and handed over a written complaint. Nothing happened. Corporation officials are least bothered about common man. Even now I have the complaint along with the acknowledgement from MCC officials and DC office.
Mr Vijay S, without any prejudice -you are expecting too much from the MCC, where every staff member at every level is habituated to vitamin M and something. Illegal constructions and wide deviation from the approved plan and quite rampant and sorted out with Corpn. henchmen well in advance. It is surely tragic that a senior officer of one of the finest depts. of GOI had meet this kind of an end. This issue has to be taken up by the authorities beyond the corrupt MCC.

Simply accusing every one at the MCC as corrupt sounds very irresponsible. @Aggrieved Citizen ,keep grieving which makes you feel good , after throwing wild accusation of every employee in the MCC as corrupt. If you are so concerned , not sit by posting your inane comment, but get up and organise a movement to stop such constructions getting off the ground by lobbying with your MLA and MP. You would not do that.
As for this Vijayashankar, he also seems to be accusing of corruption with money involvement. As I said, there are 2 sides to a story. Let the other side of the story come out.
Now that this episode has become a murder case, leave it the police to investigate.
MCC and MUDA, officials do not follow the building byelaws, under the guise of 5% deviation and official fines, everything is cleared for a price. Visit most of the houses constructed in a 20X30 plot. There is not even one feet gap between each house. Ventilation and fresh air is only from one side that is in road front. Now coming to houses in a 30X40 plot, the building law says that there has to be 3 feet gap on sides within the plot. Here too most of the houses constructed after 2000 virtually have walls with hardly one feet gap. While a 40X60plot requires 10 feet gap on one side and 4 feet gap on other. I will bet 90% of houses build after 2000 do not have these open space. Yes corruption is rampant and the office superintendant of MCC and MUDA who have logged decades of service are familiar with holes and loop holes. Commissioners at these two offices are aya ram, gaya ram. If they are in this ofiice for a period of 3 years some refinement and stoppage of corruption can be done. No Sir, our political bosses want party funds, which can be raised through these offices of corrupt.
Not only culprits punished, but also those who did not act on the complaint must also be reprimanded. Moreover, not only the illegal construction, but the entire house/ building must be demolished, so that no one in the future would dare to flout the rules and regulations.
Please don’t try to defend the indefensible. MCC is filthy corrupt. The counter part in Chennai called CMDA is equally corrupt. Madras High Court openly said that corruption is ingrained with the officials of CMDA. I have first hand information. I have filed a case in NGT against the biggest builder in South India for environmental violations in 2021. Builder violated all building laws enacted in India. Ministry of Environment Chennai Division, TNPCB, CMDA, Registration department and SBI connived with them to violate rules. The builder is running one of the biggest project in Chennai without CC, TNRERA registration, Consent to Operate from TNPCB for the last 8 years. Oh, it is @A V Prasanna, the promoter of the LPG cylinders for household use, accusing every one else who wanted the piped gas to home as corrupt, without disclosing who paid him to promote the LPG cylinders, now calls the MCC and MUDA as corrupt. If they are corrupt as he claims, they are like him, receiving cash! Pot calling the kettle black!!
There are 3 issues here: 1. Money laundering, a retired government officer whetever his position may be will not have the money to own a house in Jayalaksmipuram , an expensive locality. All government officials are dishonest , and make money not in a legal sense. buying a house is the best way of laundering the illegal cash. Similarly about his neighbour, who was doing more construction. 2. The UOM has an vast free space, privately owned by it, and for years, people trespassed it by walking and jogging. This so called upright intelligence officer who howled about the illegal construction of his neighbour, did not care when he himself was walking on the private property of the UOM, which was trespassing. That is Indian for you! 3. Mysore is massively overpopulated, needing houses and buildings on lands which are open spaces. No room for walking.
The UOM should have fenced their property, and when trespassers like this officer was found walking, he must have been charged.
It’s time to arrest madappa to see if he instigated his criminal son to commit crime. One day on aero plane and he will sing like a canary. It’s high time the MCC demolished the whole building and police take the whole madappa clan to Jail for killing an Indian accomplished bureaucrat .

Mr Howdy Modi, why are you hiding behind pseudonym? Admire your memory to have read and brought out my notes on PNG vs LPG. I have no interest in PNG, as it serves no purpose. As of latest news when PNG will reach your home is any body’s guess. If at all you have a PNG connection, I bet my life your existing gas stove wil not produce any heat, because like you very little gas comes out, which will light only a cigarette. First, you have not understood, the moniker’ Howdy , Modi!’, and he significance of it. It was used by a crowd of Gujarathis in Texas USA to invite Modi and Trump to a wasteful congregation to congratulate Modi. The SOM’s Mr Ganapathy scaled this event up so high that he was gushing that under Modi, India has become very close to the USA, and can have anything from the USA! Well, that fizzled out, and came to nothing.
Second, I use that moniker to laugh at people in India, nothing illegal about it, who like you believe that somehow Judiciary in India is free from corruption, and quote Madras High Court judgement. If you know, how these judges are appointed, I do, then you will have no faith in Indian Judiciary.
Third, interesting that you mention environment and the laws in India. This is the country whose PM Modi, did not attend the COP27 meeting in Cairo-India and \china are the 2 biggest polluters, with India relying on car culture, import of oil from Russia, and Modi has not promised much in terms of climate change improvement in COP26 in Glasgow and to escape criticism skilled the above COP27 meeting in Cairo.

This intelligence officer, through retired, should have known that the walk he takes on the area is owned by the UOM, and hence it was trespassing-an illegal act. As for the PNG, and my memory, you repeated time and again your support for LPG and called Shenoy who advocated PNG as receiving kickbacks from the PNG contractors. If like you , he had filed a case against you for defamation, you would be in huge pile of manure now.

All it takes for the person you accuse, is to give a few thousand Rupees to the Police Commissioner, who will gladly lock you up and beat you to a pulp! This is corrupt India, and people like you do not matter to the society or the politiciansand officials in power!
This neighbour who was finishing his construction unhindered by the , despite complaints, must have ensured that the MCC officials will not interfere with it.
Although this Police Commissioner boasted that he cracked the case, if this neighbour has any political pull, Which I suspect he has, in a few months time, you will hear this police commissioner transferred to a ;post away from Mysore, dealing with clever smugglers, and the case will be quietly dropped or judges in the high court will rule the inadmissible confession obtained under duress.
